Province Of Quebec  The second is that she views the bill tabled today by the premier of Quebec as not legitimate. Is it therefore the intention of the Government of Canada to make it clear to the government of Quebec and to Mr. Parizeau that this Parliament has the sole legal right and the sole jurisdiction in areas such as boundaries, native affairs, citizenship, currency, international treaties and federal pension programs?

Criminal Code  I would maintain that it is the duty of the federal government which purports that national unity is its highest priority to recognize that it does have an obligation to uphold the Constitution. I would also note that politically there would be considerable advantage for it to make clear to the people of Quebec that when they are being told that separation can be achieved unilaterally that this is legally untrue. In fact, it would also be political untrue, politically unfeasible to pursue in that manner.

Non-Confidence Motions  Given the ridings of members of Parliament of the Reform Party, it is not hard to figure out that they would be unwilling unanimously and freely to agree to such a ridiculous proposition from the point of view of their own constituents. That should clear up some of the misconceptions raised about free voting and about what it means. Voting freely, which we favour and which we have advocated, is not that we would vote stupidly as the member for Glengarry-Prescott-Russell suggested.

Justice  Mr. Speaker, Canadians are clear in their belief that the number one solution to these problems is in the criminal justice system. One in four Canadians reports having been the victim of crime in the past two years; 44 per cent of Canadians have taken measures to protect themselves including the purchasing of weapons, 73 per cent want the death penalty restored for the killing of police officers and 86 per cent want laws to make it more difficult to get parole.

Justice  Mr. Speaker, Canadians are clear that one of the, if not the root cause of crime is the criminal himself. We expect to see that addressed. Yesterday, the separatist member for Saint-Hubert referred to the unanimous opposition of Quebec's so-called experts on crime to minor amendments to the Young Offenders Act.

Supply  Later all provinces, even the large provinces, have found problems in the federation as an increasingly unbalanced federal spending power has been able to override clear areas of provincial jurisdiction. This breakdown of division of powers has occurred for both the federal and provincial governments. We propose as Reformers to reaffirm our commitment to provincial equality through institutional reform and also through re-establishing a balanced division of powers in the federation.

Budget Implementation Act  Another is in the case of Quebec. This is an area that has been brought to my attention for not being clear in the bill. In the area of CAP, Quebec operates under a bilateral tax abatement agreement with the federal government. I would call upon the government to clarify how exactly this freeze of transfers affects that agreement into the future.

Borrowing Authority Act, 1994-95  The federal government is encouraging other levels of government also to borrow additional money to fund new infrastructure projects. What does infrastructure include? There are traditional and clear economic definitions of what an infrastucture program is. Infrastructure is not simply investment or capital. Infrastructure is those kinds of capital investments that have a use for a wide range of future economic activities.

Prince Edward Island Fixed Link  The cabinet or executive in that era was expected to be much more diverse in a partisan sense than we see today, much more diverse in a regional sense, and much more diverse in the sense of personality and importance of the various senior ministers. The original Senate was selected by a government in which party lines were not as clear as they are today. The government itself was constituted of people of different political persuasions and the Senate was picked in much the same way. That practice has of course changed a great deal.

Federal-Provincial Fiscal Arrangements And Federal Post-Secondary Education And Health Contributions Act  Maybe some time down the road we should study the formula and come up with a more fair one that is easier for people to understand and a little more clear in the kinds of results it produces. I would be interested in his views on some of the particulars of the equalization program.

Points Of Order  I rise on a point of order, Mr. Speaker. As a new member who perhaps is not clear on the rules, I would like to ask your judgment or guidance on a matter originating from Question Period. We had today and we have had in the past situations where I have noticed ministers reading lengthy statements on government policy in reply to what I do not want to describe as leading questions from Liberal members but perhaps not the same kind of probing questions that sometimes come from this side of the House.

Pre-Budget Consultations  The Minister of Finance repeated today in this House his target of 3 per cent deficit to GDP by the end of this Parliament. I cannot understand the clear rationale for that. I can tell the House that even if that objective were achieved by this government that is a target above the annual trend growth rate of this country. In other words even achieving that target we will continue to see our debt burden and the relative burden of our interest payments continue to climb.
