National Council for Reconciliation Act  Today, we are looking at call to action number 53, which states: We call upon the Parliament of Canada, in consultation and collaboration with Aboriginal peoples, to enact legislation to establish a National Council for Reconciliation. The legislation would establish the council as an independent, national, oversight body with membership jointly appointed by the Government of Canada and national Aboriginal organizations, and consisting of Aboriginal and non-Aboriginal members.

National Strategy on Flood and Drought Forecasting Act  Mr. Speaker, it is a pleasure to be able to close this debate on my bill at second reading. First of all, I would like to say how impressed I was by the quality of the speeches from both sides, by members from all parties present in the House this morning. I would also like to circle back to the comments made by my colleague, the member for Repentigny at the end of the first hour of debate, as well as the final comments made by the member for Abitibi—Baie-James—Nunavik—Eeyou.

Under the accord, since 2015, we have provided $4.4 billion in funding to Quebec to support immigration, settlement services and all the other supports.

As we reach report stage of this bill, I would like to express gratitude to the hon. member for Oshawa for bringing this important bill to the House. Bill C-320 is an important piece of legislation aimed at increasing victims' understanding of corrections and conditional release.

Parliament of Canada Act  Madam Speaker, I thoroughly enjoy working with the hon. member on the indigenous and northern affairs committee as well. The insights that she brings are invaluable. I believe we did have quite a lengthy discussion about how we bring in indigenous artists to make sure they are reflected in the selection process.

Indigenous Affairs  Mr. Speaker, yesterday, we started debate on the first nations clean water act, an important piece of legislation that I look forward to studying at committee in due course. However, it seems like every time we want to move forward on reconciliation, the Conservatives want to keep us in our colonial past.

Subcommittee on International Human Rights committee  I have here with me a list of four Hong Kong officials who hold property in Canada and who are directly involved in either supporting or implementing the national security law. First I have Wong Kam-sing, the secretary of the environment. He currently owns a property along with his wife in Vancouver. As part of the executive council, he publicly supports and is responsible for collectively implementing the national security law.

Subcommittee on International Human Rights committee  That's, of course, done through a range of threats and actions, including secret overseas police stations and bounties being put on the heads of individuals worldwide. John Lee described them as “street rats” who should be hunted down. I'm acutely conscious that, in 2021, the PRC imposed sanctions upon Canadian politicians, including this subcommittee, for daring to speak out about human rights abuses.

Canada-Ukraine Free Trade Agreement Implementation Act, 2023  The Conservative Party is the party of free trade in Canada. Former prime minister Brian Mulroney and former president Ronald Reagan signed the first free trade agreement in 1988. There was a lot of resistance at the time from a lot of nay-sayers who were saying things like we were going to lose our sovereignty as a nation. People were saying that our agricultural sector would not be able to compete with the warmer States with longer growing seasons.

Polish Heritage Month  Our friendship and companionship have grown over the years. Polish soldiers trained in southern Ontario for the First World War. We fought together at Dieppe. Canada was the first country to approve Poland joining NATO in 1998 and our military co-operation continues as we work together to secure eastern Europe against Russian aggression.

Transport committee  Thanks for your forbearance, Mr. Chair and colleagues. I think that spells out, rather clearly, first of all, why the minister should be part of this study, why this study is warranted in the first place and a few of the lines of inquiry that are very much in the public interest and would be a benefit to Parliament and to all Canadians.

Environment committee  I was very happy to see the Canada water agency advancing. This is a long-held dream for many people who felt more federal leadership would be helpful here. The first priority is a focus on observations. It should have the active observations of water quantity and quality brought together and dispersed to Canadians in a national way through collaboration.
