Ethics  Speaker, as the leader of the NDP knows well, there was an administrative error in that case. The Ethics Commissioner has required a compliance agreement from the Minister of Finance, which he has agreed to. In the meantime, he continues to be the best minister of finance in the world.

Citizenship and Immigration  Mr. Speaker, the Ethics Commissioner found that 98% of the rushed permits went to Liberals. Nobody is fooled that this is not on a partisan basis. Members will remember that in the lead-up to May's confidence vote, the government staged a phony complete exoneration for the former minister here in the House.

Citizenship and Immigration  Speaker, the Deputy Prime Minister is wrong. This particular question that I just asked has not been raised with the Ethics Commissioner. It is that disclosing information files publicly is contrary to the Privacy Act. Will the Deputy Prime Minister ask the minister to resign, or is the government incapable of acting while the Prime Minister trots around the globe?

Citizenship and Immigration  Speaker, during the election campaign the Minister of Citizenship and Immigration failed to report the presence of an illegal immigrant, encouraged others to jump the queue, and encouraged her staff to deal with immigration files while working in her campaign office. Is the minister prepared to do the right thing and resign from cabinet until the Ethics Commissioner has ruled on the case?

The Budget  The Prime Minister would like to think he represents change, but that is far from the truth. This Prime Minister had 10 years to keep his promises to create an independent ethics commissioner, to hold more free votes, to have a better infrastructure program to meet the needs of our municipalities, and so on. This Prime Minister has missed his opportunity to do all this, and does not deserve a second chance.

Ethics  Let us talk about the serious concerns that this package raises. The recommendation here is not a truly independent ethics commissioner, appointed with the agreement of all parties as all four opposition leaders have recommended. What is recommended is an ethics commissioner who is effectively appointed by the Prime Minister.

Ethics  It is because in 1993 the government went coast to coast and promised Canadians an independent ethics commissioner. Year after year, and I cannot go through all the cases, the government has been confronted with scandal after scandal because it never fulfilled its promise during the 1993 election, despite repeated calls by this party and the other opposition parties.

Ethics  He has scandals and conflict of interest problems with his cabinet and instead of dealing with those he is trying to insist that somehow there are ethics problems with ordinary members of Parliament, and there is not. If an independent ethics commissioner is good enough for backbench MPs, it should be good enough for the Prime Minister and his cabinet. Will the Prime Minister commit to introducing a truly independent ethics commissioner for all parliamentarians?
