Iraq  I complimented the government for supporting those diplomatic actions. What I am suggesting is that these steps and, frankly, the efficacy of these steps cannot end in mere diplomacy. There must be a willingness to apply real capabilities to ensure and to make sure Saddam Hussein understands that our desires and the resolutions previously adopted by the United Nations will be adopted.

Code of Conduct  The extension of the ethics debate to the conduct of ordinary members of parliament and senators is simply a smokescreen to allow the government to have this debate move on to a different terrain, away from the cabinet and the ministers, and quite frankly to the idea that all politicians are just equally corrupt anyway. Only ministers and parliamentary secretaries, including the Prime Minister, are faced with true conflict of interest situations and the temptation of using public funds to reward friends of the government.

Code of Conduct  It has been about cabinet managers, senior government officials, who have engaged in endemic ethical mismanagement and who have presided over something that quite frankly appears to be little more than a cash for contracts racket, all to interfere with the bureaucracy and obtain grants and loans for their friends. Just so I do not throw out those kinds of words without backing up my position, let me take some considerable time to go through the files that we have been debating in the House of Commons over the last several weeks so we understand the scale and diversity of the problems that have been brought forth.

It did not last long because frankly the system makes it very difficult for an area like that to play a meaningful role. We have heard from the Liberals nothing but concerns about the election itself and electioneering.

Act Respecting Constitutional Amendments  We have heard this story over and over again for 30 years. Attempts have been made to go along with that approach and frankly, they seem to have made the situation worse. The most notable was in 1982 when nine provincial governments and many people were persuaded to pass a major constitutional package against the wishes of the separatist Government of Quebec.

Program Cost Declaration Act  That is ultimately what the hon. member is up against in trying to move this bill forward not just with the philosophy of liberalism but, frankly, with a political party and a leadership that have to justify the last 30 years, justify the way things have been run. Canada Elections Act  It is important to note that those savings are as yet unrealized. They are in the future and there could be complications. Frankly I would take those as maximum figures. Let us assume we have a maximum savings of $30 million. We have already seen in British Columbia that its permanent list has proven to be somewhat more expensive than was thought.

Canada Elections Act  This may well be an accurate interpretation of the wording of the distinct society motion that this Parliament passed, to which the Reform Party was very much opposed. It shows the can of worms that the motion is opening. Frankly, on a point like this, a reasonable accommodation could be made. It seems perfectly reasonable to me that where notions are virtually identical, in the English version of a federal law we could use common law terminology and in the French version we could use the civil code terminology.

Canada Elections Act  Our ideal proposal would give a a significant period of time between the occurrence of a vacancy and the calling of a byelection on the one hand and on the other hand it would set a maximum period of time within which a byelection must be called. Frankly the time we have in mind for that would be something in the order of 60 days between the occurrence of a vacancy and the actual holding of a byelection and no more than six months between the occurrence of a vacancy and the holding of a byelection at the other end.

Canada Elections Act  Our preference would have been with staggered voting hours to completely eliminate the blackout for Atlantic Canada because frankly we could not see that this really would be an issue to anybody in the west or even in central Canada. The fact that there might be some preliminary results available from Newfoundland and the maritimes did not seem to be an issue.

Supply  The unemployment rate in Toronto in recent months is 2 to 3 percentage points below Montreal. Frankly, that is a fairly narrow gap compared to what we have seen in recent years. Employment as a percentage of adult population was 5 per cent lower in Montreal. The percentage of the population below the poverty line in 1994 was 17 per cent in Toronto and 25 per cent in Montreal, the economic engine of Quebec.

Airbus  Furthermore he said: "I cannot take responsibility for what the CBC may have reported, nor can I explain why it reported what it did". Frankly, Mr. Speaker, how can he make statements like that to the House when he knows that the day before his lawyers were discussing a settlement? How can he possibly say there is no explanation for the story, give the House that kind of information when his lawyers are sitting down and discussing a settlement?

Supply  The federal government in Canada, along with its partners, has put in over 20 years of money into this project, about $70 million of infrastructure money, although frankly I and my party would doubt this equipment has held its value. I am quite sure the present value of this is significantly lower. The Minister of Natural Resources has slashed Varennes funding but it is important to note this has been done along with similar cuts in other areas, also slashing the fusion program in Mississauga.
