—I had drafted Bill C-273, and as a result of other events, couldn't put it forward, but Mr. Cuzner did. There's virtually no difference between Bill C-273 and this bill.

However—if I can get Mr. Wallace's attention—where you're confused, Mr. Wallace, is that the bill I voted against was Bill C-325, which was put forward by Mr. Casson. That bill was substantially different, as I said earlier, in that it only dealt with paid volunteers.

For the record, Bill C-273 wasn't voted on, on March 7, 2005; it was just agreed at the House to go to committee. So there wasn't a standing vote, and I was supportive of Bill C-273 because, as I said, I originally drafted it.

I agree, obviously, with Mr. McKay that we need the delay. There were ten points put in a report issued to the House of Commons on the previous bill, Bill C-273, on things that needed to be fixed before we could move forward—ten items. And I'd like to hear not only from the mover, but also from those who are affected by this, and from the Department of Finance.

In looking at the two bills, I don't see how any of those things were addressed—none of the ten. And to say that we can quickly pass this through or turn it down doesn't give me, as a parliamentarian, the right to question the witnesses.

Now, I'm willing to deal with the witnesses who are here today or to proceed with talking with them today about this item, but with the understanding that we will have an extension and will go back to the asset-backed commercial paper, get that report done or get on with it, and then get back to this early in the fall.

Mr. Pacetti was a part of that committee. He voted against it the last time, based on the minutes from the meeting.

Mr. Speaker, I am pleased to rise to introduce this private member's bill. This bill calls on the government to amend the Hazardous Products Act by adding all products made in whole or in part of dog or cat fur. While banned in countries around the globe, including the United States, dog and cat fur can be imported, exported and legally sold in Canada without any identifying labels. This practice is unacceptable to Canadians.
