Madam Speaker, I am very pleased to have the opportunity to speak tonight to this important bill, Bill C-309, put forward by my colleague from Nipissing—Timiskaming. This is an important piece of legislation brought forward by an important and fine member of Parliament. I had the pleasure of being elected to this House in 2004, and since that time I have pretty much sat beside the member for Nipissing—Timiskaming. I have seen how hard he works, how seriously he takes his duties and how connected he is to his community on a whole range of issues.

The bill tonight speaks to that commitment to the community of northern Ontario. The importance of regional economic development agencies in general must never be underestimated. Canada is such a vast country, diverse both in terms of culture, ethnography, geography and in every other way.

From region to region, Canada is different and from one province to the next, and even within provinces. In the province I come from, Nova Scotia we have Cape Breton, the Annapolis Valley, the French Shore in Southwestern Nova Scotia and we have Halifax-Dartmouth. The legislation should reflect those differences across Canada but even within regions.

I want to speak from my own experience with our regional development agency, ACOA, the Atlantic Canada Opportunities Agency, and its value to Atlantic Canadians. I believe the member for Nipissing—Timiskaming would acknowledge that ACOA is a pretty good model. The bill we are talking about today in some ways can trace its origins to the work that has been done by ACOA.

ACOA has done so much good work. One of the key things is it has recognized that Atlantic Canadians are smart and innovative people who have ideas they want develop and market. One of the things that was missing is that Atlantic Canada is not a haven of venture capital.

The Liberal government looked at ACOA and asked why not use this as a way to spur innovation and research so that Atlantic Canada can grow not only now, but for generations to come?” The Atlantic innovation fund was set up. I want to acknowledge Senator Moore. He is still in the Senate and is one of the people who came up with this idea, the rising tides document that came out around 2000 and led to the introduction of the Atlantic innovation fund.

These permanent development agencies with stable core funding really help regions to develop economic potential that is unique to their geography and their demographics. Hundreds of millions of dollars of economic activity is at risk of not being used, in other words, of going untapped.

Bill C-309 would establish a permanent and annually funded regional economic agency in northern Ontario as an essential step to building a more secure and stable economy in the region.

The member pointed out that there does not now exist a federal government program that aims to contribute to economic development in northern Ontario. FedNor falls under the jurisdiction of the Minister of Industry and is essentially now used as a tool, quite often for punishing and bribing of the parties concerned. It is a program, not an agency. It is constantly under threat of having its budget easily cut or eliminated altogether. That is not the way to encourage regional economic development.

Under previous Liberal governments there was never any threat to funding, so perhaps it was not as important in those days. The member acknowledged in his speech that it was not as necessary 10 years ago as it is today because of the threats, the whims, the enemies list of the government. Anything that is left to the whim of a ministerial decision, as we have seen with the minister responsible for CIDA what can happen when a minister gets piqued at something. It is gone pretty quickly.

As my colleague pointed out, the Liberal government at that time actually increased FedNor's core funding to $52 million. The fact is since the Conservatives took office, FedNor's budget has been slashed by close to $7 million a year. This bill is designed to ensure that FedNor will not be subjected to further cuts.

Some people asked why did the Liberals not do it? My colleague answered that question. It was not necessary then, perhaps it might have been useful. If we had anticipated that the Conservatives might be coming in, perhaps we would have done that to protect northern Ontario.

In short, the bill seeks to promote economic development, economic diversification and job creation in communities throughout northern Ontario. As an agency, as opposed to a simple program, FedNor would demand greater accountability and will be required to report to Parliament on a regular basis.

Right now, each of its counterparts as a regional development agency has an act of Parliament establishing it as a separate entity. This legislation would mean that the federal government requires the consent of Parliament to change or alter the powers and mandate of FedNor. That sort of stability is absolutely essential for any initiative that aims at regional economic development.

Economic planners and communities need to be able to plan, knowing full well that they can count on an agency, staffed and mandated to be a regular partner with the region's players. To make FedNor into an agency through an act of Parliament is not only good for the region, it is good for accountability and transparency. As a separate agency under the FAA, FedNor would be required to file detailed financial performance reports for tabling in Parliament.

To conclude, let me say that this bill is not about bureaucracy, it is about accountability. It is not about politics, it is about good policy. It is not about cost, it is about benefit. It is about northern Ontario. I congratulate the member. I urge all members to support it and for the government to provide a royal recommendation.

Madam Speaker, I rise as my party’s critic on FedNor, and as a lifelong northern Ontarian.

I would like to speak to Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario. New Democrats have always led the charge on the need for an independent regional economic development agency for northern Ontario.

This bill is in fact based on the previous bill by my NDP colleague, the member for Sault Ste. Marie. I want to take a moment to commend my colleague from Sault Ste. Marie for his unrelenting commitment to the social and economic wellbeing of northern Ontario.

During debate on this bill, we have heard some poignant reasons why northern Ontario needs an independent economic development agency, including its geographic span and sizable population, the fact that an independent regional economic development agency is a proven way to support regional economies, and the fact that northern Ontario is the only significant region not served by an independent regional economic development agency, just to name a few.

Currently, we have the following independent regional economic development agencies in Canada, each with their own legislated mandate: the Atlantic Canada Opportunities Agency, Western Economic Diversification Canada, Canada Economic Development for the Regions of Quebec, the Federal Economic Development Agency for Southern Ontario and the Canadian Northern Economic Development Agency. The latter two agencies have been recent developments—brought forth by this federal government.

So we cannot say Conservatives do not believe in the effectiveness of regional economic development. I fail to understand, though, why this government did not set up an independent FedNor when it set up an economic agency for southern Ontario. I can only conclude that the government either has total disregard for northern Ontarians and has little confidence in our ability to function independently in our own best interests, or the industry minister enjoys having the control over decision-making for FedNor. Maybe it does not support an independent FedNor for all of these reasons.

I also want to stress that it would take very little to turn FedNor into an independent agency. FedNor already has a director general, many of its decisions are already decentralized and made locally, and it has offices throughout northern Ontario.

All we require here is political leadership. And clearly, we have none coming from this Conservative government.

In fact, the industry minister has provided ample evidence why FedNor should be a stand-alone agency, independent of his political interference. From pork barrel funding around the G8 and G20 summits to the cancellation of the long form census for purely ideological reasons, the minister responsible for FedNor has shown that he is not above petty partisan politics.

This bill warrants the full support of the House. It is a good bill in that it specifies an independent mandate for FedNor, its powers, duties, functions and reporting mechanisms. It ensures that in the future the federal government will require the consent of Parliament to change or alter the agency's powers and mandate, and it defines the geographical area of northern Ontario as comprising the following 10 ridings: Algoma—Manitoulin—Kapuskasing, Kenora, Nickel Belt, Nipissing—Timiskaming, Parry Sound—Muskoka, Sault Ste. Marie, Sudbury, Thunder Bay—Rainy River, Thunder Bay—Superior North, and Timmins—James Bay.

New Democrats have consulted stakeholders in northern Ontario and the sentiment is the same across the board—they agree that FedNor should be an independent agency.

New Democrats have a vision for northern Ontario that goes way beyond this bill. We see the role of FedNor as aiding our communities in their pursuit of economic diversification, as well as cultural and linguistic promotion.

In order to spur the necessary growth, we need to keep our young people in northern Ontario. Too many communities, including our first nations, are suffering from youth out-migration. Young men and women are educating themselves and becoming creative entrepreneurs and caring professionals, but the lack of growth in many small communities is causing them to head south to larger urban centres.

Northern Ontario is as beautiful as it is unique. In fact, our region was a source of inspiration for Canada's famed Group of Seven painters. However, part of its uniqueness is that we have small communities that are geographically distant from one another. We have few large hubs of economic activity. As a result, our communities face challenges, ranging from their accessibility by bus and rail to infrastructure needs, such as roads, clinics, hospitals, to government services.

I share these challenges with you to highlight the fact that our region needs an effective economic development agency staffed and led by local professionals and entrepreneurs who understand our unique needs.

People often say back home that Ottawa does not understand us. And while many of my colleagues from other parts of this great country hear the same thing, it does underscore why FedNor needs its independence.

This government's cabinet includes champions for every regional economic development agency.

What confounds me and my New Democratic colleagues is the stubbornness of the government in refusing our region of northern Ontario an independent economic development agency of its own.

I look forward to other members of this House making the same point, as well as this bill succeeding at third reading.

I wish to conclude my remarks with a few words of caution for my Liberal colleagues.

While I sincerely appreciate the effort of my colleague from Nipissing—Timiskaming, I want to remind the House that the Liberal Party has a long-established history of sounding like New Democrats in opposition and then acting like Conservatives in government.

It is crucial that my colleague from Nipissing—Timiskaming secures the unequivocal support of his party for his private member's bill. We do not want the Liberals developing memory loss if they ever find themselves on the other side of this House. Northern Ontarians' needs have long been ignored by successive Liberal and Conservative governments.

However, it is amazing to watch what happens when New Democrats are elected. With the strong team of northern New Democrats in this chamber, one thing is for sure, that one of the best ways to ensure that the interests of northern Ontarians are defended and promoted is to continue electing New Democrat members.

We will continue to fight for what is best for our communities, and we will continue to promote our region and advance ideas that strengthen our future and our children’s future.

We cannot stand by and watch our communities struggle with out-migration. One of the best ways of getting started is to put in place the right tools and systems. An independent FedNor would be a good start.

Madam Speaker, I am very pleased to rise today on this bill, especially since this is my maiden speech in the House of Commons as Bloc Québécois critic for regional development.

From the outset, I should say that we are in favour of Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario. This new federal body’s mission will be to promote and develop Northern Ontario, just like the Economic Development Agency of Canada for the Regions of Quebec does in Quebec.

The Bloc Québécois stands up for Quebec’s interests. It is in this spirit that we previously voted against Bill C-9, an Act to create the Economic Development Agency of Canada for the Regions of Quebec.

The Bloc Québécois, just like Quebec governments for the past 45 years or more, believe that to formulate an integrated regional development policy, Quebec must be master of its own regional development programs.

The regions are the ones with the solutions. There are organizations in Quebec dedicated to regional socio-economic development. They are capable of effectively advising the minister regarding regional needs and of overseeing program implementation. One need only think of the Centres locaux de développement, the CLDs, and the Conférences régionales des élus, the CREs. It is for these reasons that the Bloc Québécois has consistently been in favour of decentralization in this area.

We know that not all governments share the same priorities, and despite instances of flagrant encroachment in the past, should the government of Ontario decide to favour this kind of organizational structure for its regional economies, the Bloc Québécois would be very hard pressed to oppose it.

In 2009, the government created the Federal Economic Development Agency for Southern Ontario. There is still no equivalent agency for Northern Ontario. Northern Ontario does have FedNor, an equivalent program that essentially shares the same objectives as an agency. The main difference however is that FedNor is the responsibility of the Minister of Industry, who can amend its budget as he sees fit. Agencies, on the other hand, are independent and have ministers of state, as is the case with the Economic Development Agency of Canada for the Regions of Quebec.

In actual fact, the reason for creating the economic development agency of Canada for the region of northern Ontario is to transform the FedNor program into an agency that would then be more independent of the government’s budgetary decisions, as currently exists in Quebec and in other regions served by agencies.

The Federal Economic Development Initiative in Northern Ontario or FedNor has existed since 1987. Its purpose is to encourage economic growth and diversification and the generation of jobs and incomes in northern Ontario by providing support for private sector projects.

Even though the Bloc Québécois is in favour of the bill, a regional development strategy necessarily includes such diverse things as natural resources, education and training, municipal affairs, infrastructure and settlement of the land, which all fall under provincial jurisdiction. In fact, the Constitution makes the provinces responsible for most of the issues involved in regional development.

From 1973 to 1994, there was a framework agreement between Quebec City and Ottawa. Both governments had to agree, or else Ottawa could not do anything. Most federal government funding passed through Quebec agencies. But since 1994, the federal government has been acting unilaterally.

No more co-operation with the Government of Quebec. No more respect for its priorities and the priorities of the regions. This is very unfortunate and even unacceptable.

Following the passage of Bill C-9 in 2005, the federal government appointed a minister responsible for the regions of Quebec. The result has been more quarrels between Quebec City and Ottawa, more duplication, more confusion, a federal government obsession with raising its profile in the regions, and most of all, less respect for the priorities of Quebec and its regions.

Ottawa should stop interfering in Quebec’s areas of jurisdiction and instead start working together with Quebec on determining all federal economic priorities that have an impact on Quebec, while taking into account the economic development priorities of the regions.

Having seen how obviously ineffective the Economic Development Agency for the Regions of Quebec actually is, we wonder what use such an institution would be for northern Ontario. The Bloc Québécois would like to warn the Ontario government of the possible harmful consequences of the federal government's integrated, centralized approach.

Take a concrete example. In April 2007, the then Minister of Labour and of the Economic Development Agency of Canada for the Regions of Quebec announced a measure that was heavy with consequences for local groups, such as not-for-profit organizations, working in the area of economic development. He eliminated their grants. Here is an excerpt from the Jonquière newspaper, Le Quotidien, of April 28, 2007:

The Economic Development Agency of Canada will no longer provide operating funding for non-profit organizations that work in economic development and will no longer fund pure research.

However, these non-profit organizations play an important role for small and medium-size businesses. They support innovation and the development of international markets. They have become an essential link in the local economic fabric in many regions in Quebec.

As a result of increased pressure by many economic stakeholders in Quebec, the federal government reversed its decision to some degree by creating a new policy concerning non-profit organizations and partially restoring some funding for those organizations. In fact, nearly a quarter of the non-profit organizations that had received funding in 2007 could reapply.

The Bloc Québécois fiercely opposed cuts to the non-profit organizations that had been subsidized in part by the Economic Development Agency of Canada for the Regions of Quebec and were active in the economic sector. This absurd situation calls into question the economic development model that Quebec has been requesting for several decades. Since it is an inappropriate measure that is extremely prejudicial to the economic fabric of the regions of Quebec, it could result in the loss of some jobs in local communities.

I would like to close by saying that the Bloc Québécois does not oppose the will of the Government of Ontario and that we support Bill C-309.

Madam Speaker, it sounds as though we are all getting along up in northern Ontario.

I have been reading the book, Unrevised and Unrepented II, and I was thinking, have I just heard one of the great speeches out of northwestern Ontario? If I had, I think I would probably call it, “If Only”: if only the Liberals had stayed in power longer, we would have had a national daycare; if only they had been in power, they would have had a national home care program; if only they had been elected, they would have made FedNor an agency. I see the policy trajectory here and frankly, I am not impressed.

What I am impressed about is getting back from Thunder Bay this morning after hearing people across northern Ontario and northwestern Ontario talk about the great work being done by the Department of Indian and Northern Affairs, HRSDC and our highly coveted program, FedNor. They are responsive, effective and efficient in every way.

In fact, I have heard it across northern Ontario. I have been busy making announcements in co-operation with and on behalf of our Minister of Industry who is responsible for FedNor, who has done an outstanding job. It has been a great honour to travel to small towns and cities across northern Ontario on his and our government's behalf to make great announcements to that effect.

Obviously, coming from the great Kenora riding, I am happy to have this opportunity to discuss the implications of private member's Bill C-309, a bill to create a new federal agency aiming to administer economic development programs exclusively to northern Ontario.

There is no question that communities in northern Ontario continue to face challenges that affect the stability and development of their economy, both in the short and the long term.

This great part of our country certainly deserves the support of the Canadian government. I am pleased to report to this House that it has had that certainly within the last two and a half years in an unprecedented way.

I am proud to say that FedNor has been leading the way for years. I am pleased to hear the support from the member for Malpeque because, on a daily basis, FedNor staff are working with a diversity of people in communities in an effort to build a stronger and more prosperous northern Ontario. They include business leaders and professional groups in the areas of tourism, transportation, telecommunications, resource industries, small business, and research.

It appears the intention of my hon. colleague, the member for Nipissing—Timiskaming, in tabling this bill, is to ensure that the government would provide the support that northern Ontario needs to continue to emerge stronger than ever and be a vital part of Canada's economic engine. What he chooses to ignore is that FedNor is already providing this support through its main programs, which are the northern Ontario development program and the community futures program. Imagine that. People from northern Ontario are making decisions about their local economy and the northern economy.

I think I have heard this before in years and decades gone by. The Liberal government then and the Liberal Party now in a paternalistic way just decides what is in the best interests of people across Canada. The folks in northern Ontario reject that. They simply do not accept that.

I would like to point out the remarkable work accomplished by FedNor through the northern Ontario development program (NODP). I hope that by learning more about the role of FedNor, my colleagues will better understand what this organization represents to the inhabitants of this region. FedNor does much more than just fund individual projects in the many communities it serves.

When community partners, leaders and stakeholders identify opportunities for development, they come to FedNor with their ideas and their proposals. FedNor staff are closely connected to the communities they serve and know the challenges and needs of those communities. We should let those folks continue to do their job.

When approached with project ideas, our great FedNor staff across northern Ontario work with the proponents to ensure how best to meet their needs, not having an Ottawa-centric Liberal Party telling us what is in the best interest of northern Ontario.

The FedNor folks consider the benefits of specific projects on local, regional and pan-northern Ontario scales, working with partners to maximize the impact of FedNor projects.

In short, FedNor takes a truly holistic approach to economic development, funding projects that will collectively strengthen northern Ontario. At the same time, FedNor keeps an eye on the bigger picture, the Government of Canada's national agenda.

In 2009-10, the northern Ontario development program's annual grants and contributions budgets totalled more than $36 million. I will explain how FedNor is using this budget successfully to grow the northern Ontario economy.

First, I will provide some general information. NODP serves a very vast area. Northern Ontario represents about 90% of the province, extends from Muskoka to James Bay, and borders on the provinces of Manitoba and Quebec. More than 850,000 people live in this magnificent part of Canada.

The vastness of northern Ontario cannot be understated. Its relatively low population helps explain some of the challenges it faces, such as geographic isolation from large urban areas and markets to the south, and limited telecommunications and transportation infrastructures which, under Canada's economic action plan, are under a major overhaul.

I was in Thunder Bay not too long ago making an announcement for more than 25 isolated remote first nations communities that will be getting state-of-the-art broadband service to connect literally with the rest of northern Ontario and Canada. This is something that was never done under the vision of the previous administration of the Liberal government.

We have a high youth out-migration rate and lower than average employment growth. FedNor's Ontario development program is working to address these issues and more.

To help communities deal with the challenges of sudden or severe downturns affecting the local economy, FedNor supports diversification strategies. Never have these types of strategies been more important than they are today during these difficult economic times.

One concrete example is FedNor's successful youth internship program. For more than a decade, FedNor's flagship youth internship program has provided nearly 1,300 young graduates with valuable job experience. Designed to help post-secondary graduates make the transition from the campus to the workplace, the program provides interns with hands-on experience and opportunities to find full-time employment at home in northern Ontario. The internship program also assists small businesses and not-for-profit organizations that are looking to grow.

Recently, FedNor has been charged with administering the northern Ontario components of the Government of Canada's community adjustment fund. This program was strong enough and good enough to administer the community adjustment fund, as well as the economic development initiatives for official language minority communities. With such capacity being so sensitive and responsive to the communities of northern Ontario, there is no bureaucracy or further expense required. FedNor's flexibility and its ability to deliver programs, such as the economic development initiative and community adjustment fund, are what make FedNor so important.

In short, Bill C-309 aims to create a new entity to do what FedNor already does through the northern Ontario development program. The bill is redundant. It is bureaucratic and it is paternalistic.

I appreciate having been allowed the time to speak on the impact of FedNor's northern Ontario development program and the great FedNor program that is working wonderfully in northern Ontario. We have heard that from mayors and councils, stakeholders and proponents. We are rebuilding downtowns across northern Ontario. We are investing in economic stimulus and job creation programs.

While the opposition member claims to have the interests of northern Ontario at heart, why on earth is he ignoring the north's plea to do away with things like the wasteful and ineffective long gun registry, increasing taxes and EI premiums?

Now the opposition wants an unnecessary election. Having travelled across northern Ontario extensively over the last five or six weeks, I can certainly assure members that no one I have spoken to across northern Ontario is interested in that.

Northern Ontarians deserve better. That is what they are getting from this Conservative government. That is what they are getting from Canada's economic action plan. That is what they are getting from FedNor.

Mr. Speaker, I am pleased to speak about Bill C-309 once again. For those members who may not be all that familiar with it, Bill C-309 proposes to establish a permanent agency for regional development for the residents of northern Ontario. The existing government program, FedNor, falls under the jurisdiction of the Minister of Industry who can essentially cut the program's budget or completely withdraw it without warning. It is important to note that, when the previous Liberal government was in power, it never threatened to eliminate FedNor's funding.

In fact, in 2005, the Liberal government increased FedNor's annual core funding to $51.9 million. Unfortunately, when the Conservatives came to power in 2006, they hastily cut nearly $7 million from FedNor's annual funding, and tried to make Canadians in northern Ontario believe that, somehow, they would receive more money than ever before.

At the time, the industry minister announced that the Conservative government would extend the FedNor program by five years, but that its annual budget would be reduced to $45.5 million, resulting in a loss of $6.4 million for the program.

In an attempt to justify this 13% budget cut, the minister claimed, incorrectly, that the 2005 FedNor budget was set at $45.5 million with an additional $6 million going to the new Northern Ontario School of Medicine. In fact, government records clearly show that the $6 million provided for research facilities and equipment at the school in 2005 was above and beyond the $51.9 million annual FedNor budget guaranteed by the Liberal government.

My constituents and residents through the region were not fooled by the minister's shell game. Rather, the people of northern Ontario felt betrayed by the Conservatives, and with good reason. The Conservatives are masterful at playing politics of division. They love to pit different regions across the country against one another rather than offering everyone an equal opportunity to succeed.

As the member of Parliament for Nipissing—Timiskaming and a resident of northern Ontario, I can say that FedNor is of tremendous value to the people of the area. This funding is essential in creating jobs and strengthening our regional economy.

The cuts speak volumes to the priorities of the Conservative government and its vision for the future of Canada.

In 2005, the northern Ontario Liberal caucus worked very hard to raise FedNor's stable base funding to ensure that FedNor could undertake longer term strategies for the development and growth of the northern Ontario economy.

My Liberal colleagues and I continue to recognize the importance of making sound investments in people, knowledge, modern infrastructure and a sound and efficient financial sector in order to provide the foundation for global success. We are also committed to ensuring that the people of northern Ontario are given every opportunity to develop and maintain a strong regional economy, as well as diversify and strengthen their employment base. Bill C-309 is a critical means to that end.

It is worth noting that other regions of the country have regional economic development agencies that report directly to a minister of the Crown, thus serving their needs. I firmly believe that the residents of northern Ontario deserve the same privileges and services that these agencies provide to other Canadians.

The Conservatives will argue that the establishment of a permanent FedNor agency will do nothing more than create more bureaucracy and cost more to administer the existing program. For instance, in his remarks during second reading of the bill, the Parliamentary Secretary to the Minister of Citizenship and Immigration made the bogus claim that establishing a permanent regional development agency for northern Ontario would limit FedNor's ability to contribute to other economic development initiatives in northern and rural Ontario.

I will pause a moment to reflect on this assertion. Are we really supposed to believe that making FedNor a permanent agency, one that cannot be subjected to cuts or outright termination, would somehow limit the organization's ability to administer necessary funding to projects throughout northern Ontario?

The people of northern Ontario will not be taken for fools by the Conservative government.

Meanwhile, on the other side of the political spectrum, the NDP will argue that the Liberals had the opportunity to establish a permanent FedNor back when they were in government but they had made no effort to do so.

In 2005, DEQ, the provincial economic development counterpart to FedNor in Quebec, was converted from a program to an agency. While we were in government, the NDP and the Conservatives teamed up together and brought down the Martin government, killing the opportunity for FedNor to become an agency then. They also killed many other programs that would have been very beneficial to us and which the Conservative government does not believe in.

Therefore, in light of the substantial FedNor funding cuts that have already been made by the Conservative government and facing the possibility of more cuts again in the future, we must take action now.

Let us begin by discussing the difference between program and agency, which is a question that is often asked. Technically the words “program” and “agency” have no effect under Canadians law. What separates FedNor from other regional development agencies is that each of its counterparts has an act of Parliament establishing it as a separate entity and outlining its mandate and powers, while FedNor does not.

The legislation means the federal government requires the consent of Parliament to change or alter the agency's powers or its mandate.

Currently FedNor's performance and financial reports are included in a chapter in Industry Canada's reports on plans and priorities and departmental performance reports. We call it a chapter, but it is a couple of pages, if that, and is very meagre and difficult.

If made a separate agency under the Financial Administration Act, FedNor would be required to file detailed financial and performance reports for tabling in Parliament. The reports on plans and priorities would outline the agency's objectives, programs, spending plans and departmental performance reports, which evaluate whether the objectives have been met and provide details on previous spending. Again, I want to point out that this is non-existent with the program.

While a separate agency generally requires its own corporate services and communications divisions to provide human resources and public relations support, FedNor already has its corporate services and communications divisions. If it were turned into a separate agency, creating these divisions would not be an issue.

Since my bill was first introduced, it has gained support and endorsement from many municipalities throughout northern Ontario. They obviously believe, just as my Liberal colleagues and I do, that FedNor should become a permanent regional economic development agency.

My constituents continue to ask me why the Conservatives are abandoning northern Ontario.

A number of regional development agencies are already at work: the Economic Development Agency of Canada for the Regions of Quebec, Western Economic Diversification Canada and the Atlantic Canada Opportunities Agency.

The 2009 budget announced that two more agencies would be created: the Federal Economic Development Agency for Southern Ontario and a new economic development agency for northern Canada. Every region of the country now has its own regional development agency. Every region, that is, except northern Ontario.

In the case of northern Ontario, it is left up to the Minister of Industry to look after FedNor. As it happens, the minister in question hails from Toronto, which further demonstrates how out of touch this Conservative government really is when it comes to addressing the needs of northern Ontarians.

Northern Ontario is indeed a unique region that represents unique economic challenges. Residents in northern Ontario are not looking for government handouts. We are looking for funding that will help us build infrastructure that will allow us to maintain the same standards as large urban centres.

Bill C-309 is not about creating more bureaucracy. It is about having people on the ground who live and work in the region, who are best able to assist municipalities, rural communities and not-for-profit organizations to build a robust local economy. Bill C-309 is about equality, fairness and a strong and sustainable northern Ontario. It is about northern Ontario standing up and being treated as an equal in Canada.

In my previous remarks on Bill C-309, I emphasized the fact that Canada was not one homogenous entity. Different regions face different challenges. They have different growth rates, different strengths, different weaknesses. Each region is unique and deserves special attention so it can flourish and allow its residents to provide for their families and to live a decent and prosperous life.

I still believe the Canadian federal government and regional economic development agencies, in particular, have an important role to play in maximizing the potential of each geographic region in our country. In order to maximize the potential of northern Ontario, in particular, we must focus on future investments. I highlight this because, as a separate agency under the Financial Administration Act, FedNor would be required to file detailed financial and performance reports for tabling in Parliament.

I have asked the minister for these reports a number of times while in industry committee. Each time he promises them but they never come because he does not want to show them. He does not want to show what he has been doing with FedNor.

The reports on plans and priorities would outline the agency's objectives, program spending plans and departmental performance reports, which evaluate whether the objectives have been met and provide the details of previous spending.

Being able to review the agency's estimates would allow parliamentarians to take a closer look at the list of proposed funding and activities that are being planned and managed for the upcoming year so we have a better understanding of where the economic development is being directed. As it stands currently, because FedNor is a program and not an agency, the spending details become lost as part of the budget of Industry Canada. This means that there is very little spending information and no breakdown of activities.

In fact, if we take the time to visit the existing FedNor site, we will notice that only certain spending announcements are posted and those that are contain very little in terms of specific project details. Furthermore, unlike an agency, reports for a program can only be seen at year end. Because it takes another six to eight months for those numbers to be published, that means it is generally a full year or more before we are really able to assess whether the investments that have been made are effective and being directed in the right areas.

An example I have used before is it is much like driving a car and concentrating on the rear view mirror. We cannot really look to the future when all we can see is behind us.

With regional economic development, we really have to look ahead and see where we will go and where we want to go in order to find the kinds of programs that will get us to that place.

Interestingly the Conservatives are the only party that fails to see the logic and usefulness of Bill C-309. It is time they stopped treating the people of northern Ontario like second-class citizens. At a time when every region in the country has its own economic development agency, there is absolutely no excuse not to have one for northern Ontario, where we face so many economic challenges.

I would urge the Ministry of Industry and his Conservative colleagues to reconsider their opposition to Bill C-309 and give the people of northern Ontario the support and respect they deserve.

Before we begin private members' business today, I would like to make a brief statement regarding the issue of royal recommendation and ways and means motions with respect to private members' business

Just as individual items of private members' business continue their legislative progress from session to session, the Chair's rulings on those same items likewise survive prorogation.

Specifically there are nine bills on which the Chair either commented, ruled or has heard a point of order with regard to the issue of the royal recommendation. There was also one bill on which a point of order was raised regarding the requirement for a ways and means motion.

The purpose of this statement is to remind the House of those rulings and of the questions that remain to be dealt with.

Members will recall that, during the last session, some private members’ bills were found by the Chair to require a royal recommendation. At the time of prorogation, there were seven such bills on the order of precedence or in committee.

Let us review briefly the situation in each of these seven cases.

Three of these bills were awaiting report stage in the House at the time of prorogation, namely: Bill C-201, An Act to amend the Canadian Forces Superannuation Act and the Royal Canadian Mounted Police Superannuation Act (deletion of deduction from annuity), standing in the name of the member for Sackville—Eastern Shore;

Bill C-241, An Act to amend the Employment Insurance Act (removal of waiting period), standing in the name of the hon. member for Brome—Missisquoi;

Bill C-280, An Act to amend the Employment Insurance Act (qualification for and entitlement to benefits), standing in the name of the hon. member for Algoma—Manitoulin—Kapuskasing.

On May 12, 2009, the chair had ruled that Bill C-201, in its form at second reading, needed to be accompanied by a royal recommendation. In committee, all clauses of the bill were deleted. In its present eviscerated form, Bill C-201 need no longer be accompanied by a royal recommendation.

As for Bill C-241 and Bill C-280, the chair ruled on April 22, 2009 and on June 3, 2009 respectively, that these bills in their present forms required royal recommendation. The committee stage has not altered this finding.

The following four bills were at committee stage: Bill C-290, An Act to amend the Income Tax Act (tax credit for loss of retirement income), standing in the name of the hon. member for Richmond—Arthabaska was before the Standing Committee on Finance; Bill C-308, An Act to amend the Employment Insurance Act (improvement of the employment insurance system), standing in the name of the hon. member for Chambly—Borduas was before the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities;

Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario, standing in the name of the hon. member for Nipissing—Timiskaming, was before the Standing Committee on Industry, Science and Technology;

finally, Bill C-395, An Act to amend the Employment Insurance Act (labour dispute), standing in the name of the hon. member for Berthier—Maskinongé was before the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities.

The Chair ruled that all these bills in their present forms needed to be accompanied by a royal recommendation. The rulings were given on October 23, 2009 for Bill C-290, on October 29, 2009 for Bill C-308, on June 16, 2009 for Bill C-309 and, more recently, on November 16, 2009 for Bill C-395.

Furthermore, points of order were raised by the hon. Parliamentary Secretary to the Government House Leader at the end of the last session with respect to the need for a royal recommendation for two bills. These are: Bill C-343, An Act to amend the Canada Labour Code and the Employment Insurance Act (family leave) standing in the name of the hon. member for Compton—Stanstead and Bill C-471, An Act respecting the implementation of the recommendations of the Pay Equity Task Force and amending another Act in consequence standing in the name of the hon. member for Etobicoke—Lakeshore. Both of these bills were at second reading.

Just as was done in the last session, the Chair invites other members who would like to make arguments regarding the need for a royal recommendation for those two bills or any of the other bills on the order of precedence to do so at an early opportunity in order for the Chair to come back to the House with a ruling as soon as possible.

Finally, a point of order was raised during the last session regarding Bill C-470, An Act to amend the Income Tax Act (revocation of registration), standing in the name of the hon. member for Mississauga East—Cooksville, arguing that it should have been proceeded by a ways and means motion. The Chair has taken the matter under consideration and a ruling will be delivered in the days to come.

I would like to make a statement concerning private members' business. Standing Order 86.1 states that all items of private members' business originating in the House of Commons that have been listed on the order paper during the previous session shall be deemed to have been considered and approved at all stages completed at the time of prorogation.

In practical terms, this means that notwithstanding prorogation, the list for the consideration of private members' business established at the beginning of the 40th Parliament shall continue for the duration of this Parliament.

All items will keep the same number as in the first and second sessions of the 40th Parliament. More specifically, all bills and motions standing on the list of items outside the order of precedence shall continue to stand. Bills that had met the notice requirement and were printed in the order paper, but had not yet been introduced, will be republished on the order paper under the heading “Introduction of Private Members' Bills”. Bills that had not yet been published on the order paper need to be re-certified by the office of the Law Clerk and Parliamentary Counsel and be resubmitted for publication on the notice paper.

All items in the order of precedence are deemed to have been considered and approved at all stages completed at the time of prorogation. Thus, they shall stand, if necessary, on the order paper in the same place or, as the case may be, referred to the appropriate committee or sent to the Senate.

At prorogation, there were 11 private members' bills originating in the House of Commons adopted at second reading and referred to the appropriate committee. Therefore, pursuant to Standing Order 86.1: Bill C-290, An Act to amend the Income Tax Act (tax credit for loss of retirement income), is deemed referred to the Standing Committee on Finance.

Mr. Speaker, I rise today with a real sense of pride in Bill C-309 that has been presented to the House. I look around and see that there is support from three parties but not from one. It is the same party that recommended to the Speaker that this bill not receive a royal recommendation.

As everyone can imagine, I rise today with a sense of pride but also a heavy heart. I listened to what was said by the members of the Conservative Party and, in particular, the member for Kenora. He said this bill is looking to duplicate FedNor. Nothing could be further from the truth. FedNor is a program. Liberals want it to be an agency. Why? So that we could be on equal footing with everyone else and the people of northern Ontario would not be second class citizens. That is all we are asking for.

We are looking at FedNor and saying we have a program, but we want an agency like everyone else. I do not think that is an unfair request. To say that it is a duplicate shows that the member does not understand what this bill is about. I am hoping that he will revisit it and understand what Bill C-309 would do.

The other issue that has come up is the cost of bureaucracy and the extra cost that a FedNor agency would require. Let me explain the difference in bureaucratic or corporate services that are required between a program and an agency.

A separate agency generally requires its own corporate services and communications divisions to provide human resources and public relations support. FedNor already has its own corporate services and communications divisions. If it were turned into a separate agency, creating these divisions would not be an issue. FedNor currently employs 140 civil servants throughout northern Ontario.

Conservatives say a program is just as good. A program is not just as good as an agency. The difference between an agency and a program is that a program is part of Industry Canada, it is buried in it. Whereas, an agency reports to a minister and Parliament. Any change in its mandate has to come through Parliament. If any major change needs to be made or if it has to be eliminated, it has to be voted on by all members of Parliament, not just the minister who decides on a whim to get rid of a program which would really hurt northern Ontario.

When I compare a program and an agency, I wonder why the Atlantic Canada Opportunities Agency is an agency. Canada Economic Development for Quebec Regions is an agency. Western Economic Diversification Canada is an agency. Two new agencies were just created. If the government thinks a program is just as good as an agency, why were there not simply two new programs put in place?

There was talk about money going south. We know the CFDCs are administered through FedNor in northern Ontario. There is no change in that. There is no danger of that going anywhere else under an agency. In fact, it will be stronger and better administered.

When I hear these misleading statements coming from the Conservatives, I am hoping they will be able to look at the bill objectively, change their minds, and maybe withdraw their request that the royal recommendation not be given. Really, it is a sleight against all the people in northern Ontario.

In closing, this is not about extra cost. It is not about extra bureaucracy. It is about providing security throughout northern Ontario with regional economic development, something that the people of northern Ontario deserve and should have in the form of an agency.

It is not about fighting about what one area or another should have. It is about being equal right across the country. Right now, the people of northern Ontario are not as equal as everyone else. We feel like second class citizens in our own country and I really do not think that is the Canadian way to live.

Mr. Speaker, I am indeed pleased to speak to Bill C-309 and support my colleague from Nipissing—Timiskaming.

He is right when he states that the residents of northern Ontario deserve the same privileges, services and powers that full-fledged agencies, such as the Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions and Western Economic Diversification Canada, in fact, do have.

However, although I am a strong supporter of regional development and ACOA in Atlantic Canada, I have to admit that the services of that agency have really deteriorated substantially since the current Conservative government came to power. A lot of that deterioration is due, at least in part, with ACOA now, in Prince Edward Island, being allowed to be used basically as patronage heaven, right from its vice-president within the province, to some of the contracts it feeds out, to how it operates in terms of almost supporting a research department for the official opposition in Prince Edward Island.

That is not why ACOA was set up in the beginning. It was set up to be an agency, to create programs, to do business development, not to be a slush fund for a government that had claimed that it was against patronage when it came to power. Most sadly of all is that the president of ACOA, whose office is in Moncton, New Brunswick, has failed to stand up against the Prime Minister in terms of doing her job and prevent that kind of political patronage from happening. That should not happen within a regional development agency.

So I say that at the beginning, as a word of caution, that these agencies have a job to do. They are important, but they have to be staffed in such a way so as to do their job and not be allowed to be used for patronage purposes.

I could elaborate at length on that, but I really want to get back to the key point that my colleague is making on the need for a northern development agency rather than a program.

It is important that the Government of Canada be committed to ensuring that the people of northern Ontario are given every opportunity to develop and maintain a strong regional economy, as well as diversify and strengthen their employment base. The whole purpose of this bill to ensure that this indeed does happen.

Since the Conservative government took office in 2006, the FedNor budget has been slashed by nearly $7 million a year for a region that needs development. This bill is designed to ensure that FedNor would not be subject to further cuts.

The government has failed to give due recognition to the fact that the regions where it failed to get members elected, places like northern Ontario, merit fair consideration with respect to regional and rural development.

We did see, and we do not disagree with it, in the last budget two new agencies created. One is the southern Ontario development agency, with $1 billion over five years, that is if the Conservatives ever spend it. We know they are good at making announcements, as we heard in the House during question period today from the President of the Treasury Board. He rolls out the numbers, but there is no substance to the facts that he talks about.

The fact is the government makes announcements but fails to deliver. Hopefully, it will deliver to the southern Ontario development agency the moneys it promised. As well, there is a new regional economic development agency for the north, with $50 million over five years.

It is important that fair consideration be given with respect to regional and rural development in places like northern Ontario. The same of course applies to the Atlantic region and the unique concerns of our rural communities.

Some no doubt will be wondering why the legislation was not introduced sooner than today or why it is being introduced by a Liberal member as opposed to the minister responsible for FedNor.

The answer to both these questions is quite simple. Regional development programs, such as FedNor, were never in jeopardy under the previous Liberal government. Since taking office, the Conservatives have made it abundantly clear that they do not believe in the effectiveness of regional development as we in fact do.

We target specific programs through agencies into areas with specific objectives, whether it is developing the infrastructure within the region, whether it is developing the base for businesses to operate, or whether it is assisting in terms of studies so businesses can develop business plans which they can then commercialize and create regional economic development and jobs in their area.

The bottom line is that the bill would promote economic development, economic diversification and job creation in communities throughout northern Ontario. A FedNor agency will demand greater accountability and would be required to report to Parliament on a regular basis.

For all those reasons, I support my colleague in proposing Bill C-309. I know the Speaker made a ruling earlier, but I would hope that FedNor would come to pass as a true operational agency as we believe it should be.

Mr. Speaker, I appreciate the opportunity to rise in the House today to speak to Bill C-309. This bill proposes, at a significant cost, to create a new federal agency to administer economic development programs exclusively to northern Ontario, which includes the great Kenora riding.

Bill C-309 proposes to duplicate what FedNor, part of Industry Canada, is already doing and doing quite well. Having seen first-hand over the years the benefits to the people of northern Ontario and to its communities and businesses, I recognize and appreciate that this organization has continued to grow and thrive under the Minister of Industry's leadership.

That is something that needs to be emphasized. The Government of Canada is working successfully with individuals, organizations and communities to promote and enhance economic development throughout northern Ontario. The northern Ontario development program and the community futures program are two major programs administered by FedNor under its mandate of regional economic development in northern Ontario.

New programs and measures as part of Canada's economic action plan will have a direct and positive impact on the economy of northern Ontario. FedNor will continue to work closely with communities and industry leaders to ensure that our efforts to meet the specific needs of northern Ontario are taken care of.

Today I would like to focus my remarks on the value of the community futures program administered by FedNor and its impact on northern Ontario. Across the country, the community futures program is delivered by the individual regional development agencies. In the Atlantic region, it is the Atlantic Canada Opportunities Agency. In Quebec, of course, it is the Economic Development Agency of Canada for the Regions of Quebec. In Ontario, and this is important, it is Industry Canada's FedNor, exclusively for northern Ontario. In the western region, it is a much bigger organization, Western Economic Diversification Canada.

In Ontario, community futures programs support 61 community futures development corporations, or CFDCs as they are otherwise known, serving all rural areas of the province. Twenty-four of these serve the needs of northern Ontario.

Community futures development corporations are incorporated, not-for-profit, community-based development organizations. What makes these organizations so effective is that the boards are composed of local volunteers who bring to the community futures development corporations their expertise in a variety of sectors and their intimate knowledge of the communities where they live and work.

Community futures development corporations are true grassroots organizations. Local needs, of course, are always best identified and dealt with locally by those living, working and raising families in the community. The community futures development corporations, or CFDCs, help their communities to grow, work towards economic sustainability, and achieve a brighter economic future, by offering a number of services.

These services include repayable loans to small and medium-sized businesses, business information and planning services, strategic community planning and socio-economic development, and support for community-based projects. This assistance has resulted in improved business practices, increased entrepreneurship, and new, viable business start-ups.

Mr. Speaker, listen to the enthusiasm for the program.

The CFDCs' services also help strengthen and expand existing businesses, leading to further job creation. The CFDCs also help to build community capacity for socio-economic development, an important focus in rural and isolated communities. In 2007-08, community futures development corporations invested more than $50.6 million in over 1,100 northern and rural Ontario businesses effectively and efficiently.

These investments, in turn, helped to leverage a further $86 million in investments from other sources. As a result, 8,800 jobs were created or maintained, and thousands of businesses were started or expanded.

It is quieter now, Mr. Speaker. These are impressive results. They are just as impressive as the vision of community futures development corporations from across northern Ontario, which have formed investment pools to promote larger economic development initiatives.

Operated independently in the northeast and the northwest, these collaborative investment pools allow members of CFDCs to offer loans of up to $500,000 to support worthwhile local projects.

The CFDCs' investments are contributing to a regional economy where businesses can grow and people can prosper.

Here is an example that illustrates the important role of economic development performed by the community futures program and FedNor's northern Ontario development program.

In 2002 both FedNor and the South Temiscaming CFDC saw the economic development potential being offered by a small regional food festival, la Foire gourmande. Recognizing that this festival provides an excellent showcase for the offerings of agri-food producers from across the Temiscaming region, FedNor and the local CFDC provided la Foire gourmande with support to expand.

The result is that in 2007 a record 35,000 food enthusiasts from across Ontario, Quebec and as far away as the east coast descended on la Foire gourmande, making it northern Ontario's gastronomic event of the year. Each summer regional farmers, food producers and area restaurant and hotel operators have seen a tremendous boost to their bottom line.

The success of this project and many others can be attributed to the role that FedNor, the regional economic development organization for northern Ontario, plays in supporting the growth and prosperity of communities and businesses in northern Ontario.

FedNor administers various programs, including the northern Ontario development program, the community futures program, the eastern Ontario development program, and other Government of Canada initiatives.

Our government has positioned FedNor well to implement our economic action plan. It is an economic action plan that will strengthen northern Ontario communities, and in fact already has and will continue to, while making investments to promote long-term growth.

FedNor's enhanced budget, including the portion of the community adjustment fund for northern Ontario communities, has already had an immediate impact on the lives of northern Ontario residents.

FedNor's effectiveness as the regional and community development organization for northern Ontario has remained constant, even as it has grown to deliver more programming and special funding initiatives over the years.

It will continue to be an effective regional economic development organization as it works with northern Ontario communities and businesses to help protect the jobs of today and create the jobs of tomorrow.

We need only speak to mayors, community leaders and other stakeholders in northern Ontario for confirmation. They will tell us that FedNor support has been there for northern Ontarians throughout the years and that it is working very well in its current form. It will continue to do so.

One of the issues related to Bill C-309 is the suggestion that regional development can only be properly delivered through an agency.

For nearly 20 years now, FedNor has proven that the form is not important; the strategies and the design of the programs meeting the needs of the communities and businesses are what is important.

There is also the perception that a full-fledged agency would have superior status instead of being located within Industry Canada, that there is a danger that FedNor could be shut down tomorrow, and that the program is not safe because it is not an agency. Nothing could be further from the truth.

This government was the first to provide FedNor's northern Ontario development program, thanks in large part to Leo Bernier, with guaranteed base funding for a five year period. No other government had previously put the northern Ontario development program on such a solid footing.

FedNor can deliver a number of Government of Canada initiatives designed to target a specific need, and at present, it is well positioned to do so.

FedNor is a flexible organization that has administered focused initiatives, including the softwood industry community economic adjustment initiative and funding for the economic development of official language minority communities in Ontario. It will continue to deliver portions of the community adjustment fund in northern Ontario.

As I said earlier, these added responsibilities do not reduce FedNor's northern Ontario specific budget or detract at all from its focus on the north. To the contrary, what they will do is allow FedNor to grow as needed, depending on the Government of Canada's program needs, in its rightful place in Industry Canada.

This ensures that when the government needs to deliver new programming, it will do so in an efficient and cost effective manner using the tried and true vehicle we know and love as FedNor. My colleagues and I are confident that when we need to call on FedNor in these instances, it will deliver.

In short, FedNor's location within Industry Canada is beneficial to all, but especially to the communities and businesses that need it and depend on its services, like those in the great riding of Kenora.

Mr. Speaker, I am very pleased to speak today to Bill C-309, which was introduced by my colleague, the member for Nipissing—Timiskaming. It is a bill of great importance to me, as the Opposition critic for the Economic Development Agency of Canada for the Regions of Quebec. I find it most curious, however, that the two Conservative members from northern Ontario did not deem it worthwhile to speak on this bill.

Regional development is a key factor in the growth, development and stability of our country. We know that, geographically speaking, Canada is the second largest country in the world. Its sheer size brings with it challenges that we must face in order to provide each region, each corner of the country, and each individual, with suitable opportunities and tools for success and prosperity. That is why regional development is so extremely important. Quebec's needs are different from those of Atlantic Canada, and from those of western Canada. Similarly, northern Ontario has its own challenges.

Regional development is a tool that the government can utilize to enter these regions of our country and provide funding opportunities geared for these specific geographical areas.

Regional development is much more focused on better understanding what is happening on the ground, and because it is geared to smaller regions, it is able to address very specific needs. It has also proven to be very resourceful in providing program options that are specifically geared to changing circumstances throughout the country.

I must say, given the numerous advantages to regional development, on which I could elaborate here, it is shocking that many hon. members, even certain whole parties, are not in favour of regional development agencies. They do not understand the value of such agencies and unfortunately do not think any further than the political interests of their own party, rather than what is best for our country.

I can stand here and say great things about regional development and how it is so important to our country, but I think it is important to focus on the substance of Bill C-309 and talk about what it actually proposes and what is asked by this legislation.

The bill wants to change FedNor from a program under Industry Canada and turn it into a federal development agency. What separates FedNor from its counterparts is that each of the agencies has an act of Parliament establishing it as a separate entity and outlining its mandated powers, while FedNor does not. This legislation means that the federal government requires the consent of Parliament to change or alter the agency's powers and mandate.

There are already three regional development agencies in place: the Economic Development Agency of Canada for the Regions of Quebec, Western Economic Diversification Canada, and the Atlantic Canada Opportunities Agency. Two more were announced in the 2009 budget: the Southern Ontario Development Agency, and a new regional economic development agency for the north. Each region of the country, with the exception of northern Ontario, will have its regional development agency.

In its last budget, the government acknowledged that it had some degree of interest in regional development agencies by establishing two others. It missed the opportunity, however, to add FedNor to the list of its new agencies. If we look at a map of Canada, we see that northern Ontario—that is regions like Sudbury, Sault Sainte-Marie, Timmins and so on—seems to have been totally forgotten as far as any commitment by this government to provide sufficient long-term assistance for regional development goes.

Members opposite have provided many different reasons as to why FedNor should not be an agency. Even the member for Parry Sound—Muskoka comes out and says it is going to cost too much, will have too much administration, and we will lose jobs in northern Ontario if FedNor is an agency.

I have to ask my hon. colleague across the way where he gets his numbers. Where does he get this information? I thought the job of the member for Parry Sound—Muskoka was to help promote northern Ontario, not to alienate it from the rest of Canada. On the one hand he says it is going to cost too much, and then on the other hand he decides to invest in two brand new agencies. That means starting from scratch, with new infrastructure such as building space, equipment and staff, and the list goes on. Just to get these two new agencies up and running is going to take time, and with this government it will probably take a lot of time.

Unfortunately, time is not on our side just now. People need funds now. Regional development is more important than ever. Organizations, municipalities, not-for-profit organizations, all are trying to get government assistance in order to survive this economic crisis. I am very pleased that the government has seen the need to establish two additional agencies, but we need results right away.

FedNor is already in place, and it is working. It already has permanent offices in all of northern Ontario. FedNor has competent staff with the proper training already out there on the front line, and already aware of what northern Ontario communities need and what challenges they face. Infrastructure is already in place, the program has been operational for some time, and results have been achieved. What we are asking for now is that it be given some power. The government ought to make FedNor into an agency and show the people of northern Ontario and those in other regions of Canada that the regional development agencies in the different regions of the country can help us get through the current economic crisis.

The bill is about more than just turning FedNor into an agency. It is an opportunity for the government to show leadership, to show commitment, to show the importance of regional fairness. The bill goes far beyond the words written on paper. The government, since being elected, has slowly been slashing away at the budgets of all the regional development agencies. However, circumstances that no one saw coming, especially the Conservative government, have to come to light and have changed the playing field.

A global economic crisis was needed for the government to realize the importance of these agencies as a vehicle to get the money out to the people who need it. The government has realized the importance of regional development agencies, and that is why the debate on Bill C-309 is so timely.

Now is not the time to play at one-upmanship. The time for criticism and personal attacks focused on certain things that have been said is long gone. We need to focus on what has to be done to help Canadians in all regions. Regional development spending has to be targeted to promote regional equity, to encourage job creation, and to stimulate local economies, instead of going to favourite projects in order to achieve political gain in Conservative ridings.

This is an opportunity for the House to show its commitment to regional development and regional equity, along with its determination to help Canadians. Bill C-309 must be passed, and regional development agencies must be established from one side of the country to the other, in order to ensure that all regions benefit from responsible and properly targeted spending.

Mr. Speaker, I am glad to add my voice to the debate tonight.

I would like to acknowledge the member for Nipissing—Timiskaming for introducing Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario.

I would thank the member, but I must remind the House that his party had ample time to implement what it is calling for today and chose not to do so. That is the curious case of the Liberal Party. It says in opposition what it dares not do in power. It is entirely predictable really, but it is also a bit sad. We do not know which version to believe, which version to take at face value.

On this issue, we seem to view things in a similar light, and I would like to think the Liberals believe what they say. What I would also like to think is the Liberals will act on their beliefs. I would like to think it, but sadly, history does not back this up.

Recent parliamentary history is full to brimming with tales of Liberal about-face manoeuvres. Issue after issue they have turned coat and run from them. We have come to expect it. We know they like to sound like New Democrats for public consumption and then act like a backroom, Bay Street, old boys' club, charter members when the doors are closed and the real decisions are made.

We know we cannot count on the Conservatives to support a stand-alone agency from FedNor. That may partially explain the terrible showing they had in northern Ontario in the last federal election. The Conservatives see FedNor as nothing more than an adjunct office for the ministry of industry. They have consistently rebuked calls to have FedNor made into a stand-alone agency.

That pretty much leaves New Democrats to fight for this change. We have the courage of our convictions and remain steadfast in our beliefs. New Democrats see that northern Ontario is a unique region that presents unique economic challenges and requires a stand-alone agency to be able to deliver concrete strategies that will allow this region to bloom.

Northern Ontario is rich in resources. Among many other things, we are miners and foresters, mill workers and farmers. There is a strong tradition of entrepreneurialism that makes for a vibrant society. This needs to be encouraged further. We should be doing all we can to help. We should be scouring the region for every opportunity to grow the economy even more. An independent FedNor would go a long way to helping with this.

If people felt that FedNor was a responsive agency that was in place to help northern Ontario develop opportunities, there would be a stampede to take them up on that. Instead we have an ineffective agency that is defined more by what it is not and those who feel left behind, out in the cold and on their own.

Earlier in this debate, we heard from my colleague, the member for Nickel Belt. He had a laundry list of FedNor failures, of opportunities lost or in danger of being lost. Why? Is it because there is not the political will on the other side of the House to help this region? Is it because it is not sexy enough? Is it because there are relatively few seats for the amount of work needed to really hear the residents of northern Ontario? Is it because those members see the north only as a place from where raw resources come? I would really like to know because my constituents will tell us that often it is the way we feel like we are being viewed.

My colleague from Nickel Belt rightfully pointed out that FedNor must be able to adapt to the changing economy and ensure the economic prosperity of the workers of northern Ontario and their families. Its mandate must be drawn up at the local level by the people who live in the region, not by some faceless bureaucrat in the Ottawa offices of Industry Canada.

I would like to address a second point and give an example of the inability of the agency to understand the true nature of northern Ontario.

In northern Ontario a lot of our buildings are multi-purpose structures. Many of these buildings have health care components to them. It could be a clinic or a public health office. I want to make it clear that we are not talking about hospitals here. The problem is because of these health care components in these multi-purpose buildings, everything else in that structure is automatically disqualified from FedNor funding, a classic example of the agency having no real understanding of the true nature of the region it is meant to serve.

If only that were all we had to say about the delivery of services from FedNor. I have seen first-hand how even approved projects take forever to negotiate. In Nairn Centre, a feasibility study for a project that will run water to Baldwin Township has finally been approved after a lengthy application process.

Long delays ignore the fact that smaller centres do not have the budgets to be able to employ an engineer. They bring in consultants. The consultants offer tenders for a project within a given timeframe. When a project incurs long delays, these tenders can expire. Ultimately, when the project is ready to proceed, there may be no engineering consultant in place and tenders need to be resubmitted. The cost can be thrown out of whack if fees increase over these long periods.

I have seen how FedNor has given the town of Hearst the complete runaround in its attempt to help with a proposal to create a green technology centre. It told the town that it should repurpose the initial application and make it a business centre as opposed to the tourist centre that was originally envisioned. Hearst took that advice and re-applied. When it heard back from FedNor next, it was to say the application was not appropriate for FedNor and that it should submit it somewhere else. What a shame.

It makes people shake their heads. It makes them wonder if FedNor is in place to make these small towns burn through all their resources on proposals.

I know that FedNor is not working as well as it could or should. It is a small cog in a larger department and is treated like a poor cousin, just as northern Ontario is often treated. The bill would go a long way to rectifying some of the problems we see with FedNor today. By making it a stand-alone agency, it could be more responsive and flexible.

This is repurposed legislation that was originally drafted by the member for Sault Ste. Marie. I would like to salute him for his tireless work over the years on behalf of the residents of northern Ontario. His vision for FedNor is one to which New Democrats will honour and remain committed. When we make it to that side of the House, we will not forget our commitment.

As we can see, a stand-alone FedNor agency for northern Ontario would be the best way to go. Many of my communities have indicated the need to ensure we have a proper FedNor program in place. They are struggling right now, given the fact that northern Ontario has been hit so hard with job losses.

I encourage the member for Nipissing—Timiskaming to ensure that Liberals will be supportive of this bill. I know they have introduced it, but we need to ensure they will save face and ensure it gets put in place.

Over and over again, my communities have indicated the need for a stronger FedNor program and to ensure it is stand-alone.

Mr. Speaker, I have been waiting patiently, but certainly looking forward to concluding my remarks on Bill C-309, which proposes, at a significant cost to the taxpayer, to create a new federal agency, with its own deputy minister and bureaucracy, to administer economic development programs exclusively to northern Ontario.

If we are to make these kind of expenditures, I think it should be on the stimulus package and the efforts that have gone forward in this budget to help Canadians versus to build a larger bureaucracy.

Nonetheless, to summarize, in addition to some of the initiatives that I had mentioned previously, the FedNor organization today administers two very important programs that directly benefit northern Ontario: the northern Ontario development program, which is the program that represents the organization's original mandate to serve these areas; as well as the community futures program. These programs serve as a foundation of FedNor's holistic and highly successful approach to community economic development. Unfortunately, the organization's evolution, which I have tried to capture in my comments, has led to confusion about FedNor's role and responsibilities.

Please allow me to clarify.

Because of its original mandate to serve northern Ontario exclusively, some have been led to believe that FedNor funding aimed at northern Ontario is somehow flowing south. Nothing could be further from the truth.

What is important to understand is that what used to be referred to as the FedNor program has now become the northern Ontario development program. Through this program, FedNor, the organization itself, funds economic developments exclusively in northern Ontario. Even though FedNor has grown and some programs have involved delivering provide-wide funding, each of these programs, including the northern Ontario development program, has its own distinct budget.

In fact, the northern Ontario development program and its budget has steadily increased over the years. Today, it is much larger than it was when FedNor started assuming responsibility for the other two programs. This means that funds destined for northern Ontario are not flowing south, contrary to what is being claimed by some members in opposition.

Let me be clear. Even though the organization has received increased responsibilities over the years, these have not detracted from FedNor's focus on northern Ontario. Bill C-309, in essence, aims to create an agency to do what FedNor is doing today through its northern Ontario development program. However, as it stands, the bill would effectively turn back the clock on the progress made by FedNor. The bill, as written, would remove the flexibility that has helped make FedNor so valuable to the people it serves.

Recently the Government of Canada announced Canada's economic action plan, which will provide much needed support for businesses, industry and all Canadians during economic slowdown. As part of that plan, FedNor will be administering northern Ontario's share of the $1 billion, over two years, allocated to the new nationwide community adjustment fund. FedNor's flexibility to deliver this type of programming is what makes the organization so effective.

I should also note that delivering additional programs like the community futures program and the community adjustment fund actually creates jobs in northern Ontario. By delivering these initiatives through an established organization like FedNor, instead of creating new layers of bureaucracy, the Government of Canada and all citizens benefit from important cost savings.

The clients of the community futures program and other FedNor-delivered initiatives also benefit by drawing on FedNor's substantial program delivery expertise and recognized sound management practices. The potential severing of the community futures program, which supports 24 community futures organizations across northern Ontario, would have a particularly negative impact on northern residents. FedNor has established long-term relationships with hundreds of community futures staff and volunteers who serve on these boards. These relationships have been built over many years and have created strong bonds between the federal government and community stakeholders.

Let me illustrate this by making a point. At last year's Ontario Association Community Futures Development Corporations annual conference, prior to the minister's keynote address, the board chair told the 250 delegates in the room that, “Not only does FedNor enable access to the funding which fuels the efforts of our respective organizations, but it's the ongoing management of the program and the advice they give us combine to give us a serious strategic advantage”.

In short, Bill C-309 aims to create a new entity to what FedNor already does, through the northern Ontario development program, yet it would limit the capacity of FedNor to contribute to other economic development initiatives in northern and rural Ontario.

I am now prepared to rule on the point of order raised on May 14, 2009, by the hon. Parliamentary Secretary to the Leader of the Government in the House of Commons concerning the need for a royal recommendation to accompany Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario, a bill standing in the name of the hon. member for Nipissing—Timiskaming.

I would like to thank the parliamentary secretary for having raised this matter, as well as for his detailed submission.

In presenting his case, the parliamentary secretary noted two aspects of the bill which he argued violated the financial prerogative of the Crown.

First, since the bill seeks to establish a new government agency, the economic development agency of Canada for the region of northern Ontario, he argued that the establishment of a new department or agency entails those operational expenditures necessary for it to function on a day-to-day basis.

Second, he made reference to the fact that the bill provides for the appointment of a variety of officials and other personnel. He indicated that since remuneration or the possibility of remuneration is provided for in the bill, a royal recommendation is therefore required.

I have carefully reviewed Bill C-309 and given particular attention to both the establishment of the new agency and the appointment of various officials and employees proposed in the bill.

With regard to the establishment of a new agency, the parliamentary secretary cited a ruling of July 11, 1988. As the parliamentary secretary noted, in that ruling the Chair stated that an amendment to establish a separate government department “undoubtedly would cause a significant charge upon the federal treasury in order for the new department to function on a daily basis.” (Debates pages 17366-7) This observation is just as valid when applied to Bill C-309. Accordingly, the Chair believes that the establishment of the Economic Development Agency of Canada for the Region of Northern Ontario, as proposed by Bill C-309, would give rise to new and distinct government expenditures, thus requiring that the bill be accompanied by a royal recommendation.

Bill C-309 also provides for the appointment of members of an advisory committee as well as an agency president, and their remuneration is stipulated in clauses 4 and 9 of the bill. It is well established that such salary provisions constitute a charge on the public treasury.

Furthermore, clause 13 provides for the appointment of officers and employees in accordance with the Public Service Employment Act. Undoubtedly, such appointments would necessarily include remuneration and thus would also involve a new government expenditure.

Clearly, Bill C-309, by providing for both the establishment of a new agency and the appointment of officials, involves the expenditure of funds. Such spending, for a new and distinct purpose would need to be accompanied by a royal recommendation.

Consequently, I will decline to put the question on third reading of the bill in its current form. Today, however, the debate is on the motion for second reading and this motion shall be put to a vote at the close of the second reading debate.

Mr. Speaker, I am pleased to have the opportunity to speak to and discuss the implications of private member's Bill C-309.

The bill proposes, at a significant cost to the taxpayer, to create a new federal agency with its own deputy minister and with its own bureaucracy to administer economic development programs exclusively to northern Ontario. Bill C-309, in essence, aims to create an agency to do what FedNor, a program administered by Industry Canada, is already doing and doing quite well.

Communities and rural areas in northern Ontario continue to face challenges that affect the stability and the development of their economy, both in the short and in the long term. Some of these challenges include: geographic isolation from large urban markets to the south; limited telecommunications and transportation infrastructure; static or declining population; a high youth out-migration rate; lower than average employment growth; and limited ability and capacity to respond to the current global economic slowdown.

This great part of our country certainly deserves the support of Canada's government, and I am proud to say that FedNor has been leading the way for years.

Since its inception in 1987, FedNor has been operating successfully within Industry Canada. On a daily basis, FedNor staff work with a diverse client base in an effort to build a stronger and more prosperous northern Ontario. These clients include business leaders and professional groups in the areas of tourism, transportation, telecommunications, resource industries, small business, health research and education.

It appears that the intention of my hon. colleague, the member for Nipissing—Timiskaming in tabling this bill is to ensure that the government will provide the support that northern Ontario needs to continue to thrive. Today, FedNor is providing this support and it is doing so quite successfully, I might add.

To understand the implications of the bill, we need to turn the clock back just a bit.

In 1987 the federal economic development initiative for northern Ontario, FedNor, was created to serve the economic development needs of the northern part of this province. It was established as a program within Industry Canada, within its regional operations sector, where it still remains today.

It was in 1995, some eight years later, when Industry Canada, through FedNor, became responsible for administering the community futures program across rural Ontario.

In other regions, the community futures program is administered by the three existing regional development agencies in Canada: the Atlantic Canada Opportunities Agency, the Western Economic Diversification and the Economic Development Agency of Canada for the Regions of Quebec.

What makes the community futures program unique is that each community futures organization counts on the expertise of volunteer boards made up of local residents who bring a variety of expertise to the table.

The community futures program builds on the philosophy that local residents are best positioned to make decisions about the future of their communities. The program has become a driving force for business and for community development across the province of Ontario.

We move some seven years later to 2004 when FedNor took on the responsibility of administering the new eastern Ontario development program. The success of this program can, in part, be attributed to the excellent administration and flexible management structure from which FedNor currently benefits by being part of Industry Canada.

In addition to the responsibilities I have mentioned, FedNor also administers funding for the economic development of official language minority communities in Ontario. This has involved coordinating consultations with our official language minority communities to identify gaps and to identify needs.

FedNor has taken a lead role in promoting the vitality of these communities by working with its community futures partners to bring about service improvements. These efforts are helping to ensure that the community futures development corporations have the support they need to meet the official language needs of their communities.

In the past, FedNor has administered other initiatives in Ontario,on behalf of the Government of Canada, such as the softwood industry community economic adjustment initiative.

Mr. Speaker, I am very pleased to speak to Bill C-309, in the name of my distinguished colleague from Nipissing—Timiskaming.

My colleague, the member for Nipissing—Timiskaming, is the chair of our national caucus. He is a very powerful and consistent voice for regional development in northern Ontario. He is somebody who speaks often in our caucus and in numerous meetings I have attended about the importance of investing in the regions of the country, about the importance of understanding that the regional economy of the area he represents in northern Ontario is different from some of the challenges or some of the economies, for example, in southern Ontario, which is also suffering in this very difficult Conservative recession.

Our colleague, when he introduced the bill, made a very compelling case why FedNor should in fact have its separate legal status and a statute creating an agency of the Government of Canada and not simply a program buried at the Department of Industry.

I come from Atlantic Canada. The Atlantic Canada Opportunities Agency, ACOA, as my colleague from northern Ontario noted, has a separate statute. It is created by an act of Parliament with a mandate. It is set up under federal law to operate as an agency of the Government of Canada. It is not subject to an administrative committee or a bureaucratic decision at some third level buried at the Department of Industry.

I do not know why economic development in northern Ontario would take a second-class position to the importance of investing in regional development in Atlantic Canada, in western Canada, with the economic diversification initiative, or in the Quebec regions with Développement economique Canada pour les régions du Québec.

As my colleague pointed out earlier, the Economic Development Agency of Canada for the Regions of Quebec operates at arm's length from the government.

I think it would be a good idea to have a minister in Parliament who can appear before parliamentary committees, a minister responsible for credits and for protecting the interests of northern Ontario.

We are left to ask ourselves why the Conservative government is going to oppose the bill. Why are the Conservatives going to resist putting regional development in northern Ontario on the same footing as it is in other regions of the country? Why did they create an agency for economic development in southern Ontario? As I said a minute ago, that region is suffering serious economic distress as a result of the global economic recession and the inability of the Conservative government to face head on the economic challenges facing every region of the country.

Is there an agenda in the Conservative government to abandon northern Ontario? Are the Conservatives leaving it as a program at the Department of Industry instead of a separate agency of the government created by statute? Did someone at some meeting on a Monday morning or a Friday afternoon at the Department of Industry on Queen Street here in Ottawa decide that another program in the department was short of money so they would get a bit from FedNor?

It is horribly unfair to leave the economic future of the communities represented by my colleague from Nipissing—Timiskaming and other members of the House from northern Ontario so vulnerable in the face of competing budget priorities and in the face of what I believe is a complete disinterest on the part of the Conservative government in regional development.

As I said a moment ago, I represent a riding in rural New Brunswick where regional development is essential not only for the economic future of the community, but also for municipalities to have access to an infrastructure program that meets the unique needs of smaller municipalities and some remote and regional communities.

One of the more compelling arguments for economic development that I have ever heard, and for the idea that the Government of Canada has to be involved in regional development, came from the late Harrison McCain. Mr. McCain was a great New Brunswick entrepreneur who began the McCain Foods global enterprise which operates in dozens of countries around the world.

McCain Foods began as an idea to process potatoes in a village called Florenceville, New Brunswick. In the 1970s, when the two McCain brothers, the late Harrison McCain and Wallace McCain, decided to open McCain Foods, they could not find a commercial lending institution that would give two entrepreneurs from rural New Brunswick the millions of dollars they needed to set up their first french fry production facility.

The department of regional industrial expansion existed at that time in the Trudeau government. That was the federal economic development agency which decided to partner with McCain Foods in rural New Brunswick. I have heard Harrison McCain tell the story himself about the interest of the Government of Canada in helping people in the small village of Florenceville. Florenceville probably has a population of less than a few thousand. It is an hour and a half drive from the city of Fredericton, along the Saint John River Valley in New Brunswick, known as the potato belt because it is a very fertile area for growing potatoes. If the Government of Canada had not stood by the McCain brothers in the 1970s, we would not have a globally competitive business called McCain Foods operating in almost every continent called.

When we think of what the importance of a small investment meant at that time to the future economic prosperity of a company as important, I would argue, to Canada and to our export picture as a food-producing country as McCain Foods, then we have not understood the importance of the federal role in regional development.

That brings me back to my colleague's bill, Bill C-309, which seeks simply to give FedNor the same status as the other economic development agencies. It does not seek, as some Conservative members would assert, to increase the budget or duplicate administrative costs, or set up a corporate service branch that does not exist now. As my colleague accurately described, these services currently exist within the program operated as FedNor. What does not exist is the legal status of an agency with a mandate from this Parliament to operate in the interests of the economic development of a region as important to our country as is northern Ontario.

Consider the difficulties in the forestry sector, for example. My colleague from Nipissing—Timiskaming has spoken many times about the challenge the American subsidies around black liquor represent for the Canadian pulp and paper industry. It is a very critical time for this industry. Thousands of jobs have already been lost. Tens of thousands of jobs are threatened. The government needs to get engaged in the fight to support these industries, workers and communities.

If we do not have a separate agency like FedNor, which can understand the economic challenges of the forestry or mining sectors in the economy of northern Ontario, and we simply rely on the Department of Industry on Queen Street in Ottawa to be interested in the difficulties of operating a sawmill in a small remote community of northern Ontario where there is the challenge of building logging roads across a vast expanse of territory, then we have not understood the importance of building a truly national economy.

If the Conservative government were sincere about wanting every region of the country to prosper, it would stand up for FedNor. It would not bury it in some office at the Department of Industry in Ottawa. It would give it a legal status similar to ACOA, which is an agency that is so important to my region in Atlantic Canada, or to DEC, Développement économique Canada pour les régions du Québec. It would support Bill C-309, which I think is a great testimony to the commitment of my colleague from Nipissing—Timiskaming to northern Ontario.

Mr. Speaker, I would like to thank my colleague, the member for Nipissing—Timiskaming, for introducing Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario.

I would like to thank the member for Saint Boniface for speaking for northern Ontario.

I would also like to recognize and commend the NDP member for Sault Ste. Marie for all his hard work on the development of this legislation in the past Parliament. The member for Sault Ste. Marie has been a tireless advocate for northern Ontario over the years, especially with regard to FedNor.

I would also like to congratulate the hon. member for Sault Ste. Marie on all his hard work on this legislative measure during the last parliamentary session. Our hon. colleague has for some years been a staunch advocate for northern Ontario, especially in connection with FedNor.

When I was elected several months ago, I had the great privilege of having the FedNor file assigned to me within the NDP caucus.

When I was elected several months ago, I felt very privileged to be assigned the FedNor file within the NDP caucus. Throughout northern Ontario, people have been experiencing an epidemic rate of job losses over the past few years, and even more so within the past few months. Both of our main sectors, forestry and mining, have been hit hard during this recession. We have seen job losses at Xstrata, Vale Inco, AbitibiBowater, John Deere, CBC, Persona, and the list goes on and on. It is crucial for northern Ontario that we have a fully independent and appropriately resourced economic development agency.

FedNor must be able to adapt to the changing economy and ensure the economic prosperity of the workers of northern Ontario and their families. Its mandate must be drawn up at the local level by the people who live in the region, not by some faceless bureaucrat in the Ottawa offices of Industry Canada.

It is time they stopped treating the people of northern Ontario like second-class citizens. Everywhere in this country there are economic development agencies with what it takes to really encourage the local economy. There is no excuse not to have one for northern Ontario, where we face so many economic challenges.

We need a FedNor that can adapt to our changing economy and ensure economic prosperity for northern Ontario workers and their families. FedNor's mandate needs to be developed locally by the people of northern Ontario, not by some bureaucrat buried within Industry Canada stationed in Ottawa.

It is time to stop treating northern Ontarians like second-class citizens. There are economic development agencies throughout the country that have the capacity to make a real difference in the local economy. There is no excuse not to create one for northern Ontario, where we face so many economic challenges. During this recession, our economy needs to diversify and grow. Now is the time to encourage small business start-ups and expansions, and community economic development.

Because FedNor is underfunded, many worthy projects are turned down. The Centre for Excellence in Mining Innovation would make northern Ontario a world leader in mining resources and development. CEMI is currently researching exploration, deep mining, integrated mine process engineering, and environmental sustainability, all areas that would greatly enhance the competitiveness of the mining sector not only in northern Ontario but throughout the country.

CEMI has received funding from the Government of Ontario, Vale Inco, Xstrata, Laurentian University, the Greater City of Sudbury, and the Ontario Mineral Industry Cluster. The private sector, provincial and municipal governments have all come to the table to support the centre. Yet, FedNor has declined CEMI's application because it does not have enough funding to meet the request. This is a slap in the face for northern Ontario.

With our mining sector suffering as it is, now is the time for the federal government to pull its weight and invest in research and innovation, so that we can be ready when the economy rebounds.

The long-term care facility at Chelmsford, St. Joseph's Health Centre, is another FedNor reject. This facility will make 128 beds available and employ 160 full- and part-time workers. Once again, the provincial and municipal governments and the community were on board with this project, but FedNor rejected its application because it did not fit into the narrow FedNor mandate.

There is a bed shortage for patients requiring a higher level of care in Sudbury and Nickel Belt, and this institution will be a great help in alleviating that problem.

As well, the area needs good permanent jobs. Nevertheless the FedNor mandate is not flexible enough to meet some of our communities' most crying needs.

A second project that was also turned down by FedNor is the St. Joseph's long-term care facility in Chelmsford. This facility will create 128 long-term care beds and employ 160 full-time and part-time workers. Again, the provincial and municipal governments, as well as the community, have come to the table to support this facility. St. Joseph's application was turned down by FedNor because it does not meet the narrow mandate.

There is an alternative care bed shortage in Sudbury and Nickel Belt. This facility would go a long way in alleviating this crisis. There is also a need for good jobs and permanent employment. Despite this, FedNor's mandate is not flexible enough to meet some of our community's most pressing needs.

Meanwhile, projects throughout southern Ontario are receiving funding through programs administered by FedNor, while the people of northern Ontario are being left behind. Northern Ontario is a socially, geologically, ecologically and economically distinct region situated on the boreal forest of the Canadian Shield. It is home to 102 of the 134 first nations in Ontario, 43% of Ontario's aboriginal population and 27% of Ontario's francophone population. It is a treasure house of natural resources, lands and waters, provincial parks, fisheries and natural wilderness areas. If it were a province, only British Columbia and Quebec would be larger.

Northern Ontario clearly faces unique challenges, but also great opportunities. Our region deserves its own regional economic development agency.

I am urging all members of this House to support this bill through its second reading. The people of northern Ontario have been ignored by the government for far too long. With the passage of this legislation, FedNor would be able to take its rightful place as an independent, fully funded economic development agency. I think it is broke, so let us fix it.

Mr. Speaker, I would like to begin by saying that the Bloc Québécois will support Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario, which was introduced by my colleague from Nipissing—Timiskaming. It is not that we support federal government interference in regional development, but if the people of northern Ontario and the Government of Ontario want to create an agency, the Bloc Québécois would obviously be ill advised to oppose it.

The purpose of Bill C-309 is to establish the Economic Development Agency of Canada for the Region of Northern Ontario, which, like the Economic Development Agency of Canada for the Regions of Quebec, would be responsible for promoting the development of northern Ontario in accordance with an integrated federal strategy.

The Bloc Québécois defends Quebec's interests, and that is why in the past we voted against Bill C-9, which created the Economic Development Agency of Canada for the Regions of Quebec. Members will say that we are being inconsistent. We voted against creating an agency in Quebec, yet we support creating an agency in Ontario. I have no problem with that, because if the people in northern Ontario want to create such an agency, then naturally we will support them.

The Bloc Québécois believes, as all the governments of Quebec have believed for more than 45 years, that in order to be able to develop an integrated policy on regional development, Quebec must have control over regional development programs. I will explain this further during my speech.

As my colleague has just said, the regions are the ones with the solutions. Quebec in particular has organizations that focus on the socio-economic development of their regions. These organizations are in a position to properly advise the minister on regional needs and to help with program implementation. The local development centres were created specifically to develop the regional economy and to advise ministers in order to ensure that the investments made would be as cost effective as possible for regional development. Over the years, we have also created another kind of organization, the regional conferences of elected officials, which bring together all mayors and other elected officials in each of the regions. Obviously, they examine every file relating to regional development and they, too, are well placed to provide the minister responsible with proper advice.

The Bloc Québécois is aware that not all governments have the same priorities. Despite the fact that the agency is joyfully trampling on Quebec's toes in its jurisdiction, if the Government of Ontario has decided to welcome this structure into its regional economy, we cannot do otherwise than agree, as I said. It must be pointed out as well that Ontario has been hit very hard by the economic crisis, northern Ontario even more so because of the forestry crisis and the decline of the auto industry.

I would like to make the point that a true regional development strategy needs to include a broad range of components: natural resources, education, training, municipal affairs, land use, infrastructure and so on, none of which are in any way federal responsibilities. In fact, the Canadian Constitution entrusts most things that concern regional development to Quebec and the provinces.

In order to be in a position to create an integrated regional development policy, all of the governments of Quebec in the past 45-plus years have been demanding control of the regional development program.

Between 1973 and 1994, an agreement was in place between the Government of Quebec and the government in Ottawa. According to it, Ottawa could not invest in regional development without the agreement of the Government of Quebec. In 1994, that agreement was broken. Since that time, there have been two parallel structures in Quebec, those of the Government of Quebec and those of the federal government, which both invest in regional development.

Very often the two are in conflict with each other, because the Economic Development Agency of Canada for the Regions of Quebec sets priorities for itself that are not shared by Quebec or the regions of Quebec. This clash of regional development systems is a very common occurrence.

Another phenomenon has also cropped up since the Conservatives have been in power.

As my colleague mentioned, the government made deep cuts to the Economic Development Agency of Canada for the Regions of Quebec's budget. Those cuts were significant.

Since 1994, the agency has been investing in research and development organizations responsible for supporting businesses. I could list all kinds of organizations in every region of Quebec that were responsible for helping small and medium-sized businesses conduct research and development and bring their ideas to market.

Small and medium-sized businesses do not necessarily have the financial means to do research and create and launch new products. That is why the agency invested in those kinds of organizations. Then, suddenly, two years ago in 2007, the agency withdrew its support. That is the problem with having two parallel regional development systems. The Canadian agency withdrew, and now a lot of those organizations are in trouble. Basically, the entire structure that the Government of Quebec and the regions of Quebec built over the years has been demolished.

I can provide actual examples of that in my region. Among other things, the forest research centre, which was supported by the Canadian agency, was unexpectedly told that it would have to begin turning a profit within about two years. That was utterly impossible. That kind of development will no longer be happening. The federal government must understand that regional development cannot happen without taking into account each region's priorities and those of the Government of Quebec.

Earlier, my colleague from Abitibi—Témiscamingue was talking about the Minister of Industry. I should point out that the Minister of Industry was responsible for the agency, and he is the one who cut funding to several organizations in Quebec. The new minister tried to restore funding, but I do not think that he tried hard enough, because instead of restoring the funding, organizations were simply given an extra year within which to become profitable. It is no secret that most research and development organizations will never be profitable because they do research and development to bring products to market. It takes years and years to turn a profit, and that is not what these organizations are meant to do. Their role is to support businesses, not replace them. That is where the government made its mistake.

Earlier, my colleague said that the Minister of Industry was very busy because there are files piled up on his desk. I would say to him that is probably the same tactic he used at the Economic Development Agency of Canada because everything ended up on his desk. Files would languish and he was accused—I believe rightly—of engaging in petty politics, cheap politics, by using the funds of the Economic Development Agency of Canada. In my opinion, the same thing is currently happening at Industry Canada. It is the same minister.

Let us be serious. He probably used the same tactics and is probably continuing to use the same approach. That means files were not dealt with, files are languishing and will continue to do so because he has to look at all of them, one by one, and he does not trust anyone, especially not the directors of agencies in Quebec and probably not Industry department officials.

I am being told that I have one minute left. Therefore I will repeat that the Bloc Québécois will support the creation of a development agency for northern Ontario because that is the decision of the people who live there and of the Ontario government, and that is important to us. Therefore, if those people want it, as a political party that respects all regions, I believe that we must vote for Bill C-309.

moved that Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario, be read the second time and referred to a committee.

Mr. Speaker, I rise today to speak to Bill C-309. This proposed legislation looks to take the current federal economic development initiative for northern Ontario, otherwise known as FedNor, and convert it into an agency.

Before I go into the details why I believe FedNor ought to become a full-fledged government agency, I would like to discuss two main facts about the Canadian economy.

The economy of Canada is not one homogeneous entity. Different regions face different challenges. They have different growth rates, different strengths, and different weaknesses. Each region is unique and deserves special attention so that it can flourish and allow its residents to provide for their families and to live a decent and prosperous life.

Contrary to what the Conservative government believes, the federal government does not have an important role to play in promoting and encouraging the full potential of Canada's regions.

Having said this, there are a number of steps that can be taken by all levels of government to promote regional economic development.

First, there must be a fundamental recognition and understanding of the fact that different regions require different policies to develop their full economic potential. One size does not fit all when it comes to economic development. It is only by understanding that regions have different economic potential, that the essential building blocks can be put in place to ensure that full advantage can be taken of all available resources.

Second, the structure or, perhaps more important, the people who operate the structure have to understand the impact that they have on the economy, so that adjustments can be made on an ongoing basis to ensure that the economic realities of that region are being properly addressed. These changes are most effective when they are proposed by local people who are most directly affected by the impact of their recommendations.

So, having the structure in place is important. What is crucial, however, is that the people in charge understand what is happening in the regional economy. That being said, I would like to talk about the programs we have in place at this time.

Prior to the announcement made in budget 2009, the government had four regional economic development organizations. There were three agencies, which were the Atlantic Canada Opportunities Agency, better known as ACOA, Canada Economic Development for Quebec Regions, better known as DEQ, and Western Economic Diversification Canada.

Then after the 2009 budget SODA was added, Southern Ontario Development Agency, as well as the new regional economic development agency for the north. Now we have five different entities. One is a program and the rest are agencies. Why is northern Ontario different than all the rest?

Let us look at the difference between a program and an agency. The minister will tell us that words “program” and “agency” have no effect under Canadian law. He is right. Under Canadian law, there is no difference, but as far as Parliament goes, there is a difference. What separates FedNor from its counterparts is that each of the counterparts has an act of Parliament establishing it as a separate entity and outlining its mandate and powers, while FedNor does not.

The status of an agency in legislation means that the federal government requires the consent of Parliament to change or alter the agency's powers or its mandate.

In essence, a program can be changed, manipulated or even eliminated on a whim. We know the Prime Minister has often spoken of eliminating regional economic development programs and agencies. He does not believe in them. This is something that really worries me, losing everything we have because the Prime Minister decides he does not believe in them any more.

This bill would protect us from all governments, future and present. We know the present one does not believe in it, but future governments have to be protected as well.

The regions have their differences and those differences have to be respected. The Conservatives will claim that the free market system will take care of everything. We know that is not the case. We have just gone through the last six months, which have been outrageous, and it really has not worked for us. If we go with a free market system as the Conservatives would like, we would end up with some major centres in Canada, perhaps five large urban centres where the mass of the population would live and the regions would have nothing. There would be a vast waste land in between them. Everything would gravitate to where it is cheapest for large providers to provide services. That is not my Canada.

One of the other arguments that comes up is financial reporting. Currently FedNor's performance and financial reports are included as a chapter of Industry Canada's reports on plans and priorities and departmental performance reports. It is not a big chapter.

As a separate agency, under the Financial Administration Act, FedNor would be required to file detailed financial and performance reports for tabling in Parliament. The reports on plans and priorities would outline the agency's objectives, programs, spending plans and departmental performance reports, which evaluate whether the objectives have been met and provide the details of previous spending.

Let me elaborate on what that means in simpler terms. As an agency FedNor, would file estimates. Estimates give full details of what is planned for the coming year. From this, one can take a much closer look at the list of proposed funding and activities that are being planned and managed for the upcoming year, so they have a good vision of where the economic development is going in a certain region.

As a program on the other hand, the details become lost as part of the budget of Industry Canada. This means that as it stands now FedNor, as a program, really has no details. There is no breakdown of activities. There is nothing but a few numbers which imply that the program can be played with by the Prime Minister at his will or the minister himself.

Unlike an agency, reports for a program can only be seen at year end. To add insult to injury, it takes another six to eight months before those numbers come out, if we are lucky. After year end, we have to look at the detailed compilation of expenses, activities and reviews, but that is as much as 18 months after the beginning of the process.

It is like driving a car and concentrating on the rear view mirror. We cannot really look to the future. We are seeing what is behind us all the time. With regional economic development, we really have to look ahead and see where we will go, where we want to be and what kind of programs we want to have in place.

A prime example of what I am talking is this. Recently at the industry, science and technology committee, I asked the minister for detailed estimates for FedNor for the upcoming year. When I asked for those details, he said that he could give me something called “Northern Spirit”, which is a brochure. It is very colourful, it has beautiful pictures and it has all kinds of neat stories in it. I am sure some of the members on the other side were disappointed because the pictures were already coloured in. It was a really pretty brochure with no numbers, not one. It was basically a pamphlet that was handed out. We looked at it and put it aside.

What we are looking for is estimates, something that breaks down exactly what we can expect over the next year, and then plan for it.

Another problem is that the program does not have a minister to look after that and that alone. Under the Liberals, we had a minister of state for FedNor. Since the Conservative government has been in power, there has been no minister for FedNor. That portfolio now comes under Industry Canada, and that worries me.

Just this morning, I was speaking with a municipal councillor from northern Ontario. He said FedNor has received a number of applications, but they are still sitting on the minister's desk. They are sitting there and have not been approved. From what I have heard, nearly $8 million could be put into the economy. That money is not in the economy; it is sitting on the minister's desk. I understand that industry is a large portfolio and I am sure the minster must be very busy. However, we cannot forget the smaller regions. I know he is kept busy by the auto industry and many others, but northern industries like forestry are vital to northern Ontario. It is very important that these investments be approved so they can return to northern Ontario's economy.

Something I often think about is the fact that the people of northern Ontario are not second class citizens. We are Canadians like everyone else, like all voters. So, if a program exists, it should be given the same level of respect as an agency. That is the goal of my bill.

The Conservatives said previously that they did not intend to support Bill C-309 because it would lead to an increase in costs in bureaucracy. That is nonsense. Corporate services is one of the big areas at which they look. They say that every agency will need corporate services and that Industry Canada takes care of it for FedNor. That is not true. FedNor already has its own corporate services and communications division. If it were turned into a separate agency, creating these divisions would not be an issue. Some Conservatives will also argue against the conversion for FedNor.

We know, overall, Conservatives are not known for nation-building. They do not instinctively bring people together. They are use to wedging, getting groups apart and conquering, which is one way of doing things. I am not here to judge anybody and telling them whether it is right or wrong, but that is not the way the Liberals do it. The Conservatives do not look at the big picture. Everybody does their own thing. That is not the way to build a nation.

If the Conservatives had it their way, and we have heard the Prime Minister say it before, they would leave the economy to its own devices. In light of what we have seen over the last six months, that is not always possible and I do not think it works in the long-term. That may work in short spurts in the short-term and then we get booms, but the busts are what hurts. Government does play a role in what is done in the economy.

If we left the economy to its own devices, we would see a migration of people from regions to major centres. They would migrate to a few metropolitan areas and that would be it for Canada. Canada would be very sparsely populated in between because the concentration would be in the large cities, and we can understand that.

That is not my Canada. I do not believe most Canadians want that. They want to know they have the possibility of earning a living anywhere in Canada. This is not about being in just an urban centre. It is about being everywhere in Canada. My Canada includes northern regions and rural regions. My Canada includes all of Canada.

Since the Conservatives took office in 2006, the FedNor budget has been slashed by nearly $6 million. Bill C-309 is designed to ensure that FedNor would not be subjected to further cuts or elimination altogether.

Bill C-309 is designed to promote economic development, economic diversification and job creation in communities throughout northern Ontario. A FedNor agency would demand greater accountability and would be required to report to Parliament on a regular basis.

My Liberal colleagues and I are committed to ensuring that the residents of northern Ontario are given every opportunity to develop and maintain a strong regional economy, as well as diversify strength in their employment base. Residents of northern Ontario expect and deserve the same opportunities, the same access and accountability and the same quality of service as their fellow Canadians in all other parts of the country.

Bill C-309 has received widespread support from municipalities throughout northern Ontario, including the Federation of Northern Ontario Municipalities. I trust my hon. colleagues from the three parties in the House will also support the bill based on its merits.

Mr. Speaker, on February 25, 2009, you made a statement with respect to the management of private members' business. In particular, you raised concerns about five bills which, in your view, “appear to impinge on the financial prerogative of the Crown”.

One of the bills you mentioned was Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario. I would note that in the last Parliament, the member for Nipissing—Timiskaming brought forward the same bill as Bill C-499, which the Speaker on June 10, 2008, noted appeared “to impinge on the financial prerogative of the Crown”.

Without commenting on the merits of the bill, I submit that the bill must be accompanied by a royal recommendation because it would require new spending. Bill C-309 would create a new agency of government and provide for the appointment of personnel. Clause 8 of Bill C-309 establishes the Economic Development Agency of Canada for the Region of Northern Ontario as a separate and distinct agency of the Government of Canada.

The requirement of a royal recommendation for organizational changes such as establishing a new agency is referred to in the Speaker's ruling of July 11, 1988, on two motions to amend Bill C-93, An Act for the preservation and enhancement of multiculturalism in Canada. The Speaker said that to establish a separate department of government “undoubtedly would cause a significant charge upon the federal treasury in order for the new department to function on a daily basis”.

When an almost identical bill was introduced in the first session of the 38th Parliament as Bill C-9, An Act to establish the Economic Development Agency of Canada for the Regions of Quebec, it was accompanied by a royal recommendation.

The second reason Bill C-309 would require a royal recommendation is that it provides for the appointment of personnel. There are numerous precedents indicating that appointments must be accompanied by a royal recommendation. For example, on February 25, 2005, the Acting Speaker ruled that Bill C-280, An Act to amend the Employment Insurance Act (Employment Insurance Account and premium rate setting) and another Act in consequence required a royal recommendation because it provided for the appointment of 13 new commissioners to the Canada Employment Insurance Commission. The parent act specified that all commissioners were to receive remuneration.

Clauses 4 and 9 of Bill C-309 provide for the establishment of advisory committees in the appointment of a president of the agency, positions that do not currently exist. Furthermore, the clauses explicitly state that the remuneration of the appointees shall be fixed by the Governor in Council. Provisions for salaries to be paid out of the consolidated revenue fund clearly impose a charge on the public treasury. I submit that clauses 4 and 9 would therefore require a royal recommendation.

Clause 13 of Bill C-309 would also require the appointment of personnel, in this case, the officers and employees necessary for the proper conduct of the new agency. Although clause 13 does not specifically provide for the remuneration of these employees, the Speaker ruled on February 11, 2008 with respect to Bill C-474, the Federal Sustainable Development Act:

Section 23 of the Interpretation Act makes it clear that the power to appoint includes the power to pay. As the provision in Bill C-474 is such that the governor in council could choose to pay a salary to these representatives, this involves an appropriation of a part of the public revenue and should be accompanied by a royal recommendation.

These precedents apply to Bill C-309. The bill would create new spending and therefore requires a royal recommendation.

Hon. members will want to hear all about private members' business in this fascinating statement.

At the beginning of the last Parliament on May 31, 2006, as well as at the beginning of the one before that on November 18, 2004, I reminded all hon. members about the procedures governing private members' business and the responsibilities of the Chair in the management of this process. Given that the House is about to take up private members' business for the first time in this Parliament later this afternoon, I would like to make a statement regarding the management of private members' business.

As members know, certain constitutional procedural realities constrain the Speaker and members insofar as legislation is concerned. One procedural principle that I have underscored in a number of statements over the course of the two preceding Parliaments concerns the possibility that certain private member’s bills may require a royal recommendation.

The requirement for a royal recommendation is grounded in constitutional principles found in the Constitution Act, 1867. The language of section 54 of that act is echoed in Standing Order 79(1), which reads:

This House shall not adopt or pass any vote, resolution, address or bill for the appropriation of any part of the public revenue, or of any tax or impost, to any purpose that has not been first recommended to the House by a message from the Governor General in the session in which such vote, resolution, address or bill is proposed.”

Any bill which authorizes the spending of public funds for a new and distinct purpose or effects an appropriation of public funds must be accompanied by a message from the Governor General recommending the expenditure to the House. This message, known formally as the royal recommendation, can only be transmitted to the House by a minister of the Crown.

Such bills may be introduced and considered right up until third reading on the assumption that a royal recommendation could be provided by a minister. If none is produced by the conclusion of the third reading stage, the Speaker is required to stop proceedings and rule the bill out of order.

Following the establishment and replenishment of the order of precedence, the Chair has developed the practice of reviewing items so that the House can be alerted to bills which, at first glance, appear to impinge on the financial prerogative of the Crown. The aim of this practice is to allow members the opportunity to intervene in a timely fashion to present their views about the need for those bills to be accompanied by a royal recommendation.

Accordingly, following the establishment of the order of precedence on February 13, 2009, I wish to draw the attention of the House to five bills that give the Chair some concern as to the spending provisions they contemplate. These are: Bill C-201, An Act to amend the Canadian Forces Superannuation Act and the Royal Canadian Mounted Police Superannuation Act (deletion of deduction from annuity), standing in the name of the member for Sackville—Eastern Shore; Bill C-241, An Act to amend the Employment Insurance Act (removal of waiting period), standing in the name of the member for Brome—Missisquoi; Bill C-279, An Act to amend the Employment Insurance Act (amounts not included in earnings), standing in the name of the hon. member for Welland; Bill C-280, An Act to amend the Employment Insurance Act (qualification for and entitlement to benefits), standing in the name of the hon. member for Algoma—Manitoulin—Kapuskasing; and Bill C-309, An Act establishing the Economic Development Agency of Canada for the Region of Northern Ontario, standing in the name of the hon. member for Nipissing—Timiskaming.

I would encourage hon. members who would like to make arguments regarding the need for a royal recommendation for any of these bills, or with regard to any other bills now on the order of precedence, to do so at an early opportunity.

Mr. Speaker, I would like to thank the hon. member for Westmount—Ville-Marie for his support.

I am pleased to present my private member's bill, which looks to establish the Economic Development Agency of Canada for the region of northern Ontario. The purpose of this bill is to promote economic development, economic diversification and job creation in communities in northern Ontario.

In light of what has gone on in the last budget, we see a differentiation between agencies and programs. It should be equal. There should not be one area having a superior status over another.

Regional development is crucial to the people of northern Ontario and my bill is designed to ensure that FedNor will not be subject to any more cuts or face the threat of elimination altogether by the current Conservative government.

I look forward to the successful passing of this proposed legislation.
