This enactment provides for the development and implementation of a national strategy to reduce poverty in Canada and the appointment of an independent poverty reduction commissioner.
The enactment also amends the Canadian Human Rights Act to add social condition as a prohibited ground of discrimination.
Finally, it amends the Department of Employment and Social Development Act to establish the National Council on Poverty Elimination and Social Inclusion.

Mr. Speaker, it is with great appreciation that I, again today, table signatures in support of Bill C-245, which seeks to develop a national poverty reduction strategy.
Earlier today, we had the first hour of debate on this bill at second reading. The petitions in support of this bill keep coming in.

Before we go to orders of the day, the Chair would like to take a moment to provide some information to the House regarding the management of private members' business.
As members know, after the order of precedence is replenished, the Chair reviews the new items so as to alert the House to bills which at first glance appear to infringe on the financial prerogative of the crown. This allows members the opportunity to intervene in a timely fashion to present their views about the need for those bills to be accompanied by a royal recommendation.
Accordingly, following the September 30 replenishment of the order of precedence with 15 new items, I wish to inform the House that there is one bill that gives the Chair some concern as to the spending provisions it contemplates.
It is Bill C-245, an act concerning the development of a national poverty reduction strategy in Canada, standing in the name of the member for Saint-Hyacinthe—Bagot.
I would encourage hon. members who would like to make arguments regarding the need for royal recommendation to accompany this bill or any of the other bills now on the order of precedence to do so at an early opportunity. I thank hon. members for their attention.

Mr. Speaker, today I am presenting another series of petitions in support of Bill C-245 concerning the establishment of a national strategy on poverty reduction.
The petitioners are calling on the members of the House to support this bill, which is set to go through second reading stage on October 31.

Mr. Speaker, I rise today in the House to mark the International Day for the Eradication of Poverty.
In Canada, a wealthy country, one in ten people live in poverty. Despite unanimous consent of the House, poverty rates in Canada remain that high. There is no possible justification for this type of inaction. There needs to be leadership.
The NDP has long had a plan to help the most vulnerable, middle-class families, and seniors struggling to make ends meet. That is why I introduced Bill C-245 to reduce poverty. My bill would create a federal plan to eliminate poverty so that no one is left behind.
I invite all my hon. colleagues to read my bill and support it at second reading.
