In my opinion the yeas have it.

I would like to remind hon. members, especially those who have not been through this procedure before, that voting will begin with the Chair asking those members who are in favour of the clause to all rise, row by row. As the clerk counts the members on my right, they will sit down, row by row, as we complete the count, followed by each row to my left, and we will do the same thing again. Later I will ask those members who are opposed to the clause to rise, again row by row, and the clerk will count the members, row by row, to my right, ending with those members opposed in the rows to my left. That is the way this is going to work.

(Clause 2 agreed to: yeas 121; nays 59)

Mr. Chair, I moved seats between the votes, and I believe I voted twice in error. I apologize, and I would like the vote corrected.

I will remind hon. members that when we are in committee of the whole, members do not have to be at their usual seats to record their votes. However, what does become important here is that once your row has voted, please take your seats until that particular decision is taken, if you are going to be changing your seats. Just keep that in mind. However, we will make the correction accordingly, and I thank the hon. member.

The question is on clause 4. Shall clause 4 carry?
