Given that these programs have been around for some time now, how do you explain the fact that the government still hasn't grasped the need for flexible programs? You have proposed solutions and supplied explanations. You know the percentages and the amount of money needed. Mr. Troup even referred to a program that was only in place in Ontario. All the better if it suited the needs of fruit and vegetable growers in Ontario and if other provinces didn't necessarily have any need for it.
The government must be flexible and must understand that these programs have to provide some flexibility for users. There is no need for programs containing standards ill-suited to many growers.
