The key is this: where is this industry going and how is it going to get there?
If you start with the desirable outcome that we will be—and are, in many cases—the agriculture powerhouse in the world, and go back through the policies, figure out which ones in this country are at variance with that outcome, and have that struggle, then one of the issues that would come up would be what I gather is true, that if you want to take a load of hay across the border from Saskatchewan to Manitoba, it has to be repacked at the border.
