Point taken, Mr. Martin, although I will entertain motions to put them onto the table.

Pat Martin NDP Winnipeg Centre, MB

A ruling on this point of order is what I request.

I'm just giving you a ruling right now on your point of order, that I entertain motions, as we're coming through here, to put them forward. The opposition or the government could have put any of the routine motions coming forward from the standard form. The government members were putting their motions on before. The procedure is that once the motion's on the floor, we have to deal with it.

Pat Martin NDP Winnipeg Centre, MB

Then, Mr. Chairman, from this point on, we should be dealing with these motions as they come up under the routine motions, and if the government side wishes to make an amendment to one of them.... These are the ones that stand in the absence of anything else. They're the default position.

They still have to be moved by committee to be dealt with.

Pat Martin NDP Winnipeg Centre, MB

Yes, exactly.

So be prepared, Mr. Martin, when I call for the motion for each point, to put it on the floor, if that's your purpose.

Pat Martin NDP Winnipeg Centre, MB

In the interest of clarity, Mr. Chairman, I would appreciate it if you would deal with the routine motions rather than the government side motions as what you put on the floor.

We made the motions. You can make these first. We were making these first. You have the opportunity.

The Chair Conservative James Bezan

I wasn't seeing any from the other side.

Let's close debate off. Let's have the question on the reduced quorum, the one proposed by the government. Who moved that? Mr. Miller moved it.

Brian Storseth Conservative Westlock—St. Paul, AB

Mr. Chair, a point of order. That was a tie, and the chair breaks the tie.

The Chair Conservative James Bezan

That wasn't a tie. It was six to five.

Mr. Hubbard did not vote. That was five to five.

He's right--I didn't see Charlie vote. No, Mr. Boshcoff voted for it.

André Bellavance Bloc Richmond—Arthabaska, QC

Do we have footage of that? I saw him move.

The Chair Conservative James Bezan

No, it's five-five.

A point of order, Mr. Chair. If the honourable member doesn't realize what he's voting for, maybe he should do as Mr. Hubbard did, and he should abstain.

David Anderson Conservative Cypress Hills—Grasslands, SK

We had a vote, Mr. Chair. It's five-five.

Brian Storseth Conservative Westlock—St. Paul, AB

It was a legitimate vote. You can't all of a sudden turn around and say “I was patting my colleague on the shoulder”.

The Chair Conservative James Bezan

Just to clarify, because neither the clerk nor I saw it all for sure, we're taking Mr. Storseth's word on it. Let's do a roll call and call it one by one.

(Motion negatived: nays 7; yeas 4)

Next, on reduced quorum, is Mr. St. Amand.

Lloyd St. Amand Liberal Brant, ON

I move that the reduced quorum, as phrased on the single sheet headed “routine motions”, be amended to five.

The Chair Conservative James Bezan

Will you read the motion?

Lloyd St. Amand Liberal Brant, ON

I move that the chair be authorized to hold meetings to receive evidence and to have that evidence printed when a quorum is not present, provided that at least five members are present, including one member of the opposition.
