I'm just trying to understand how CFIA labels significant new information when we talk about, for instance, if we're allowed to send packaged bees from south to north. I think that's part of the reason we're here. I don't know the answer, so I'm asking honestly. How do you say this is significant new information versus this is not significant new information?
