I realize that I won't get anywhere by trying to settle this tonight. I would, however, like us to agree that this should be our first order of business when we come back. It's been lingering since the election, and that is unacceptable. We have to get this done. It's fine if nothing happens between now and September, but we can't wait until November. That has happened before, as everyone recalls.
