When they render decisions on tariffs like those on commercial radio, they go through all the economic evidence presented by the radio stations in terms of their ability to pay tariffs. They specifically assess that. They're the expert regulatory body to do that.
So the evidence they evaluated through that process, which was evidence presented by the CAB and by radio stations, led them to the conclusion that every radio station in the country could afford to absorb the full tariff.
