Other than the technology, there will be a need to train staff, develop information programs, deliver information programs to staff, and develop public awareness programs that will be required to inform the voters. All of that represents a considerable effort. Once again, that is in addition to all of the other efforts that are normally required for by-elections or general elections, and possibly for the transitional selection method provided for in the bill.
