I would like to ask a question, Mr. Chair. Since we are a legislative committee, we will have to make some recommendations to the House of Commons. Should we recommend that the bill be referred to the Supreme Court immediately to determine whether or not it is constitutional, or should we rather recommend that the bill be withdrawn and that we move on to something else?
