I haven't because this is a pretty standard constitution used by the House for subcommittees. The primary one is that there's a member from each of the opposition parties, a member from the government, and the chair.

So the motion as proposed by Mr. Cullen is that a steering committee be formed to give guidance to the committee on procedure and witnesses.
