It's not necessarily in this clause, and I don't want to jump ahead, but what we're doing here is making sure of all the information we require. I believe what's underlined is what's new. This is just an additional piece of information.

The additional wording allows the government to collect information about imports--as opposed to the existing act, which is restricted to products when they come across the border--and information about the general energy efficiency of a particular kind of product. This will make it possible for the government to verify that products are indeed compliant. You'll know what's coming in, or you have the capacity now to ask for information about what is coming into the country.
