I do want to congratulate you for having succeeded, starting in 1998, in reaching an agreement in only two years and this, in a market that was made up at the time of 15 independent countries. It is rather interesting to see that these 15 countries have been able to agree within two years on a common approach enabling them to reach the objectives of the Kyoto Protocol.
I would like to know whether, in your view, this tryptique approach, which reconciles the sectorial and territorial approaches, has facilitated the quick implementation of a carbon market and exchange within the European construct.
