This bill in particular is one effort by the federal government to outline the importance of air pollution and climate change, and it stresses actions that the federal government will take within a regulatory environment. We were trying to make the point that it is a very regulatory framework on which to move forward, but there are other things the federal government could do to help achieve the targets and measures and goals that are set out specifically within the bill. We would encourage the federal government to set clear targets and measures and to establish clear lines of accountability for those, but to then use the tools that are at the disposal of the federal government to help meet them.
