Mr. Chair, I'd just like to flag one other issue. If we are going to look at this issue of administrative fines that the CRTC has suggested, I think it would be appropriate to ask broadcasters to come back and respond to the suggestion, given that it is a new idea. I don't think we've had an opportunity to hear from people who would be directly affected by that. That's another piece. If we're going to have that kind of proposal, we should have the ability for those folks to respond to it.
