In terms of passing on costs to the consumer, as long as you don't regulate cable rates, that's always an option. Whether they do it, of course, is a commercial decision, because they will have to make the decision as to whether consumers will put up with it or whether they're going to vote by either reducing their package or by going off cable altogether.
