In that case, is the Quebec example a good model? Given the challenges or issues facing Canadian broadcasters, should they be looking at what has been done in Quebec? It isn't a perfect model—quite the contrary. I know there are a lot of problems, but at the same time, there is a certain balance that has been achieved. I'm thinking of the consumer.
