They started with 900,000 people and, in the end, they fell to 31,500. Also, during the discussion, we learned that there were still cities where people had to pay $30 for a converter. They said that it's $30. There was no place in their plan for all the exceptions that are going to rain down on our heads and the exceptions that we cannot think of today.
