Madam Chair, the difference is this. Mr. Champoux put his motion at a business meeting. He brought it forward for discussion and said that he wished to, and then he agreed to allow it to subside for a time and to then bring it forward by moving it.
Madam Chair, my motion is already tabled. I am not tabling it today. I am moving it today and I have the right to do that in between clause 1 and clause 2, and it now takes precedence at this meeting.
