That's an interesting way of looking at things. In the case of the referendum in Ontario, I know that they had a 60% approval rate. Let's assume it was 52% and we had the same participation rate we actually had, which was lower than 72%, I believe. Would that have meant that the majority vote in favour of the MMP system that you and the citizens' assembly had worked on would have been illegitimate? Your own words indicate that you believe that it would have been an illegitimate mandate.
