The sense I got from all three of you, and I would ask you to elaborate, is whether it is because young people at age 16 are in that structured environment where civic literacy can be inculcated? Programs can be mandatory in high school and the sense there—and I don't want to put words in your mouth—is that it's a good time to get people voting, because when you develop a habit of voting, you keep doing it. If you don't develop the habit of voting, you'll likely not be voting when you're 30 and 35, and so on. If any of you want to expand on that, don't take too long. I've only got five minutes.
