If such an obligation exists, that means that, if we are to ensure energy security for Canada, particularly in negotiations on the Security and Prosperity Partnership, and in light of our export obligations, we will have to considerably increase our oil production from the oil sands and elsewhere, in order to ensure that we can meet our international commitments to our southern partners, as well as our commitments to Canadians, in terms of ensuring energy security.
