But in terms of assessing the cost and benefits, I think the report notes that there are 2,400 deaths caused by short-term acute respiratory illness related to exposure to high levels of pollution. How you calculate those in terms of values is difficult, but clearly, any life that is saved or any sickness that is avoided is good public policy.
