Yes, that's exactly what CEMA has been set up to do. You may not have been here for my presentation, but our legislative system is set up to look at project-by-project decisions. Although CEAA--the act--does say that we should consider cumulative effects, we didn't really have a good mechanism for doing that, which is why the Cumulative Effects Management Association established itself and said okay, let's find a way that we can actually think about these things on a watershed basis--so going beyond the bounds of particular projects and looking at it as a watershed.
