Repeatedly throughout those OECD environmental performance reviews are references to the significant impact the constitutional protection of environmental rights and responsibilities has, both in terms of stimulating stronger environmental laws and policies and also in terms of improved implementation and enforcement of environmental laws.
As well, the research I did looking at nitrogen oxide emissions and sulphur dioxide emissions shows that it's not just a correlation. It's a statistically significant correlation between the declines in those air pollutants and the timing of the recognition of environmental rights in those countries.
