I think that's an interesting proposal that I would disagree with entirely. The reason I most disagree with it--and I'm actually surprised that you wouldn't disagree with it--is that the stated position of this government is that they're going to be watching what happens in the U.S. vis-à-vis climate change and developing our own climate change policy here with a view to theirs.
Here in Canada, there's nothing wrong with looking at what's happened in the U.S., and they have a strong tradition of using litigation to help generate societally beneficial outcomes through environmental challenges in the courts.
