I wanted to add one more thing, which is that it seems like you're supporting intervenor funding, but actually I'm thinking that rather than it coming from the public purse, it should be coming from the polluter pays principle. The companies should be the ones putting forward funding that would be commensurate with the scale and scope of the project.
