I'm not a forestry economist, but I can tell you that, by setting up a caribou research consortium made up of economists, engineers, technicians and other people, we would be able to create a habitat repair economy. We could get people working on decompacting some roads, reforesting others and guiding the composition of the forest to make it more favourable to caribou than to predators.
