I'm not sure Mr. Walsh would be in a position, nor would it be advisable for him, to speculate on what might happen should the House deal with this. In fact, as we discussed at the last meeting—as I indicated to you—this committee will not be making any determinations as to what these circumstances.... It is up to the House to make that.... We have no authority to sanction or to censure any person, any member or witness, and that's why we have to report to the House.
One option I would suggest, Madame Freeman, is that if you wish, we certainly could have Mr. Walsh provide us with a summary of the possible impacts. I'm not sure it's going to help the committee with its report.
