I think you do make the point in here that has been brought up several times before. There have really been no prosecutions. Would it make sense, then, to have a system of penalties at your disposal rather than having to go through the prosecution of the RCMP? I think we've said at this committee several times that if the RCMP is looking at violations of the Lobbying Act versus some other situations where they have very serious crimes, then you know where they're going to spend their time. So do you think it would make more sense to have, under the act, a system of penalties that you yourself could impose?
