As Ms. Krause testified, the problem isn't political activity. The problem is political activity that doesn't serve a charitable purpose. She recommended removing that completely and saying that charities can spend as much as they want on political activity to support their charitable purpose. However, should it get into partisan politics and support of partisan positions and campaigns in politics, the allowable percentage should be zero.
