I know that the European Union has been doing a lot of work in this area. They would be one jurisdiction, to start.

Also, the U.S. cities that I mentioned, particularly in California and Massachusetts, have been engaging in bans, moratoria and various frameworks of regulations to different degrees of strictness. That would be a potential model to look to as well.
