I was going to wrap up with my recommendations, but first of all, I think it's extremely important you separate the bill. This is the wrong committee to be dealing with these questions, and responsible members of Parliament of all parties would take those environmental provisions of clauses 52 to 169 and bring forward a separate piece of environmental modernization legislation, whatever you want to call it.
