The one that seems to be four-square within the parameters of this bill is the ten days down to four days down to one day. I think we're going to get testimony from the payments folks who say that they're clearing five million paper cheques per day, $185 billion per day, over 20 million items.
I'm trying to anticipate what the argument might be as to why they can't clear that number of items within a 24-hour period. Help me here. Is it a physical impossibility or is it a structural impossibility? What's the argument from their side?
