When you say that the carbon content of imports should be taxed, it could mean just the fossil fuels directly, or it could mean this much broader idea that Jeff Rubin came up with—in his case, directed at China, I believe—where you tax the carbon content in a much more general way. That concerns me a little bit in terms of protectionism.
But I wonder if you've seen that argument and how you would respond to it.
