How do you deal with Mr. Pang's or Mr. Ferreira's argument that what the government is proposing won't deal with the backlog, but it will lead to first-class and second-class choices? In other words, some people will be moved forward more quickly. We know enough about life to know that if some people are being fast-tracked, then other people are being slow-tracked. How do we deal with that problem?
