In closing, Mr. Chairman, I wish to express again our full confidence in the institution of the parliamentary budget officer and the individuals here present.
I wish to remind the parliamentary librarian of Parliament's clear will. We often talk about the letter of the law, but we must also consider the spirit. I often have occasion to take people to the Library of Parliament. I find that our librarian does a very good job taking care of his maps, drawings, sketches and books. However, he must understand that this is a matter of trust. He is not the director of the budget officer. The budget officer is doing a public job and must have the independence and the necessary budget to perform the role assigned to him by the unanimous will of Parliament.
