The reason for the question, if it's not politically obvious, is that there is a concern that this program will have cost a great deal of money, both in terms of implementation--and I'll have to wait for the next round to hopefully ask more questions about some real concerns about the very high costs of implementation--and in terms of the significant proportion allocated to advertising when the private sector is doing it.
