I think the question is a fair one. We think the expansion should be compulsory. I might add that the cost of that expansion is less than the fees charged for a private RRSP, by the way. We think it should be a defined benefit program, but we also argue in our presentations that it should be phased in, and it should be phased in so that the people making the contributions get the benefit. Unfortunately, the people presently or in the next seven years going to collect their CPP wouldn't receive any increased benefit over this. It would just be for the people who made the contribution.
