It was supported by the Canadian Labour Congress. It was supported by the Canadian Chamber of Commerce. It was supported by the Canadian Federation of Independent Business. This was broadly supported as the right thing to do, but of course one must fund the system, because if the system is not properly funded, then it ends up in a very serious deficit situation, which is not desirable.
