In a lot of ways, with respect to public administration jobs for young people, the other higher-wage sectors that on average would pay the higher wage for young workers, these are typically all in decline. What we're watching is a sort of a reconfiguration of the jobs available to young people, and to all workers for that matter. They're sort of on this low-wage kind of model.
