When I read through the estimates document, it just seemed like there was more than $4 billion increase. Maybe I'm referencing it wrong: “Supplementary estimates 2017-2018 provides information in support of voted budgetary expenditures in the amount of $4 billion for a total of $115 billion, representing a 3.6 increase over the authorities to date.” That's on page 1-3 of the “Supplementary Estimates (C)”
