Some people previously had access to cannabis when there was no legal framework. Now such a framework exists. However, people who use cannabis recreationally should pay that tax, in the same way as they do for alcohol or cigarettes. That is normal.
I do not understand why you are opposed to people who used to get cannabis outside the legal framework now being in the system.
