I have a question, Mr. Chair. Have amendments BQ-12 and BQ-13 also been declared out of order? In fact, they involve schedule 1 at the end of the bill, but are related to employment insurance. Perhaps we could deal with that right away.

I don't think the Canada Marine Act should be modified in this way. At the end of the day, this is something they should look at. It's an aberration. I understand why they do it, because they need to go quickly for the 150th anniversary, but I'm not sure that the Port of Vancouver should be heading up these celebrations. I think there are probably more appropriate organizations within Vancouver that can do that. They look at the primary function of these organizations in the long term, so they maintain their mission statement and what they're looking for. Frankly, I'm not sure the Marine Act is the best place to be legislating for the 150th anniversary of Canada. That's just the point that I'd like to make, and I hope the officials hear about us.
